2.2.3<br />

MEANS OF ESCAPE FROM PLATFORM PUBLIC<br />

AREA TO POINT OF SAFETY<br />

2.2.3.1 (a) Each plat<strong>for</strong>m public area shall be served by not less<br />

than 2 means of escape which are <strong>in</strong>dependent of and<br />

remote from each other from the plat<strong>for</strong>m to the<br />

exterior of the station.<br />

(b) The fire safety requirements <strong>for</strong> the safe evacuation of<br />

Persons with Disabilities (PWDs) dur<strong>in</strong>g fire<br />

emergency <strong>in</strong> the station shall be provided <strong>in</strong><br />

accordance with APPENDIX J.<br />

2.2.3.2 Stairs and escalators regularly used by passengers need not be<br />

enclosed. Such stairs and escalators shall be <strong>in</strong>cluded <strong>in</strong> the<br />

exit capacity calculation. Except <strong>for</strong> stairs at station entrance<br />

on ground level, handrails <strong>for</strong> these stairs shall also comply<br />

with Cl.2.2.5.6(f).<br />

2.2.3.3 There shall be sufficient exit capacity to evacuate the<br />

plat<strong>for</strong>m occupant load from the station plat<strong>for</strong>m <strong>in</strong> 4 m<strong>in</strong>utes<br />

or less. See APPENDIX B.<br />

2.2.3.4 The station shall be designed to permit evacuation from the<br />

most remote po<strong>in</strong>t of the plat<strong>for</strong>m to any one of the follow<strong>in</strong>g<br />

<strong>in</strong> 6 m<strong>in</strong>utes or less. (See APPENDIX B).<br />

(a) A po<strong>in</strong>t of safety<br />

(b) Concourse level of stations (open stations or where<br />

emergency ventilation systems are provided <strong>in</strong><br />

accordance with Cl.2.6.5). There shall be sufficient<br />

exit capacity to evacuate people from the concourse to<br />

the external such that there is no wait<strong>in</strong>g time along<br />

the egress routes.<br />

Stations with <strong>in</strong>terchange-l<strong>in</strong>k and stations connected to nontransit<br />

occupancies shall comply with the relevant<br />

requirements of Section 2.8.<br />

2.2.3.5 In lieu of the above requirements stipulated <strong>in</strong> Cl.2.2.3.3 and<br />

Cl.2.2.3.4, the station can be designed to permit evacuation<br />

from the most remote po<strong>in</strong>t of the plat<strong>for</strong>m to a po<strong>in</strong>t of<br />

safety through a fire safety eng<strong>in</strong>eer<strong>in</strong>g analysis. The fire<br />

safety eng<strong>in</strong>eer<strong>in</strong>g analysis shall demonstrate that dur<strong>in</strong>g<br />

station tra<strong>in</strong>way fire scenario, tenable conditions can be<br />

achieved <strong>for</strong> the safe evacuation of all passengers.<br />
