g. Personal Specifications<br />
(1) Substantial senior management experience, including significant experience in<br />
emergency operations, humanitarian relief in different environments.<br />
(2) Proven capacity to supervise build capacity of the staff.<br />
(3) Experience supervising of big large size of teams and coordinating with other<br />
ministries and department numbers of multi-cultural staff.<br />
(4) Excellent organizational skills with demonstrated ability to deal systemically with<br />
organizational operations.<br />
(5) Strong leadership, supervisory, team building, and culturally appropriate people<br />
skills.<br />
(6) Demonstrable ability at report writing and excellent communication skills.<br />
(7) Ability and willingness to travel.<br />
(8) Excellent written and oral English and French language communication skills<br />
essential.<br />
(9) Ability to work with public sector and good understanding of the public sector<br />
system.<br />
2. Administrative, Logistics and Security Officer (ALSO)<br />
a. Grade 16/17<br />
b. Reports to Coordinator DEOC<br />
c. Location. District Headquarters.<br />
d. Job Purpose. The Administrative, Logistics and Security Officer will be responsible<br />
for effective and smooth functioning of the DEOC in administration and procurement<br />
related matters. He will manage procurement and organize/facilitate meetings, seminar<br />
and workshops. Post holder will also plan and schedule all field travel, vehicle<br />
maintenance and repair schedules. He will ensure that all drivers are licensed and<br />
trained. Maintain up-to-date vehicle inventory. Prepare monthly vehicle use reports,<br />
including: repair and maintenance and costs, fuel and oil use, costs of personal use if<br />
any, and inventory status reports.<br />
e. Key Responsibilities<br />
(1) Manage the Administration and Procurement activities.<br />
(2) Supporting the DEOC team (e.g. Communication specialist, GIS expert,<br />
Emergency Coordinator, Public information and education officer etc).<br />
(3) Maintain office filling system.
