persons and organizations involved in the initial response. Expanded rapid assessment<br />

is designated to guide response for the medium term, i.e. roughly three to four months,<br />

depending on how much situation is improved and stabilized 19 .<br />

(1) Primary Purpose of Initial Rapid Assessment<br />

(a) To understand the nature and impact of the disaster.<br />

(b) Initial decision to be made on whether assistance is needed or not.<br />

(c) A decision is to be made on whether local capacity is adequate or<br />

external resources are required.<br />

(d) To establish priorities of intervention and intervention strategy.<br />

(e) Identify necessary resources.<br />

(f) Information to collect for fund raising and advocacy work.<br />

(2) Initial Rapid Assessment - <strong>National</strong> Level. In the national level emergency<br />

<strong>NDMA</strong> supports PDMA, DDMA and is responsible to conduct initial rapid<br />

assessment within 48-72 hours of aftermath of the disaster. <strong>NDMA</strong> can form a<br />

team of 6-8 members from different departments who conduct the initial rapid<br />

assessment. The members and composition of the team can be flexible and it is<br />

according to the situation and availability of the human resources. This team is<br />

supervised and guided by the <strong>NDMA</strong>. The assessment team will present report<br />

to the concerned PDMA and <strong>NDMA</strong>. <strong>NDMA</strong> will be responsible to send repot to<br />

the relevant miniseries/ departments and other stakeholders at federal level.<br />

(a) <strong>National</strong> <strong>Disaster</strong> Management Authority.<br />

(b) Provincial <strong>Disaster</strong> Management Authority.<br />

(e) Public Health Engineering Department.<br />

(f) Livestock Department provincial/district level.<br />

(g) Agriculture Department provincial and district level.<br />

(h) Communication and works /Social Welfare Department.<br />

(j) Civil society representatives.<br />

(3) The Federal Government may approach International Organizations (World<br />

Bank, Asian Development Bank, UN Agencies etc) to undertake assessment of<br />

specified disaster affected areas, if deemed necessary.<br />
