(2) Functions. The main functions of the NEOC are:-<br />

(a) Pre-<strong>Disaster</strong><br />

i. Prepare emergency preparedness plan at national level.<br />

ii. Ensure that provincial disaster management authorities develop<br />

emergency preparedness plan.<br />

iii. Prepare national contingency plans.<br />

iv. Set up national emergency operations centre and maintain state<br />

of readiness with all equipment in working order. Orient and train<br />

personnel of EOC on its operations.<br />

v. Prepare communication and transportation plan for potential<br />

disaster response.<br />

vi. Prepare hazard specific maps showing vulnerable areas and<br />

population.<br />

vii. Provide technical support to PDMAs for emergency<br />

preparedness plan.<br />

viii. Coordinate with PDMA, DDMA for provincial contingency plans.<br />

ix. Assess training needs of the PDMA, DDMA and organizing<br />

trainings for them.<br />

x. Conduct risk analysis from the perspective of contingency<br />

planning.<br />

xi. Prepare inventory resources for emergency response with<br />

collaboration of provincial and district disaster management<br />

authorities.<br />

xii. Coordinate with humanitarian organizations such as, Pakistan<br />

(b) During <strong>Disaster</strong><br />

Red Crescent Society (PRCS), and International humanitarian<br />

agencies based in Pakistan and related UN agencies to discuss<br />

their plans for preparedness and response for future hazards.<br />

i. Collect, consolidate, analyze and circulate information related to<br />

emergency operations to the key stakeholders.<br />

ii. Screen and issue emergency warnings and information to the<br />

public concerning preparedness and safety.<br />

iii. Prepare damage and relief need assessment reports.<br />

iv. Mobilize and deploy resources e.g. search and rescue, medical<br />

teams in the affected areas.
