Annex F<br />
To <strong>National</strong> <strong>Disaster</strong> <strong>Response</strong> <strong>Plan</strong>-<strong>March</strong> <strong>2010</strong><br />
STANDARD OPERATING PROCEDURES (SOPs) - DISTRICT LEVEL<br />
1. District <strong>Disaster</strong> Management Authority (DDMA)<br />
a. Emergency Preparedness<br />
(1) Finalize emergency preparedness plan.<br />
(2) Prepare hazard specific contingency plan.<br />
(3) Develop search and rescue, evacuation and emergency response teams at<br />
district level.<br />
(4) Identify high risk geographical areas, communities and prepare vulnerability<br />
resource profile.<br />
(5) Conduct survey of public buildings for using as shelter and relief centres during<br />
disaster times. Ensure that these buildings have basic facilities e.g. water/<br />
sanitation etc.<br />
(6) Maintain updated inventory of personnel, volunteers, material and equipment at<br />
UC, tehsil/taluka and district levels.<br />
(7) Organize and facilitate community level trainings and awareness programme on<br />
disaster preparedness and emergency response.<br />
(8) Develop communication system for disseminating early warning information to<br />
the end user.<br />
(9) Stock pile rescue and relief material or ensure preparedness to make such<br />
material available at short notice.<br />
(10) Encourage participation of non governmental organizations and voluntary social<br />
welfare organizations and communities in different aspects of preparedness<br />
and emergency response.<br />
(11) Promote indigenous system and practices on disaster preparedness and<br />
emergency response.<br />
(12) Conduct drills and trainings on disaster preparedness and emergency response<br />
for the government officials, elected councillors, communities, volunteers,<br />
CBOs/NGOs etc.<br />
b. Emergency <strong>Response</strong><br />
(1) Activate DEOC.<br />
(2) Warn all district level departments to get ready for emergency response.<br />
(3) Inform PEOC and NEOC about the situation.<br />
(4) Organize evacuation on priority basis.
