resulted in its up-gradation to an emergency service. It is responsible for handling all<br />
types of emergencies, including fire emergencies 14.<br />
h. Local Charity Organizations eg Edhi Foundation, Chippa Ambulance Services,<br />
Alkhidmat Foundation etc. The local charity organizations provide relief services,<br />
particularly ambulance services, evacuation, food and nonfood items for small to large-<br />
scale disasters in the country.<br />
j. Non-Governmental Organizations. NGOs both international and local play an<br />
important role in disaster management. NGOs collaborate with national, provincial and<br />
district level disaster management authorities for relief operation and provide relief<br />
services to sustain life, reduce physical and emotional distress, and promote recovery<br />
of disaster victims.<br />
k. Community Based Organizations (CBOs). Community based organizations (CBO)<br />
play a major role in the relief activities whenever, and wherever any disaster happens.<br />
The CBOs mainly focus on the relief activities and their capacity is very limited or<br />
nonexistent in <strong>Disaster</strong> Risk Reduction (DRR) activities. Therefore, it is important to<br />
build the capacity of CBOs at village level along with government officials. CBOs can<br />
be trained in the use of local early warning system, evacuation, first aid, search and<br />
rescue, fire fighting etc. The provision of Citizen Community Boards (CCBs) in the<br />
Local Government Ordinance (LGO 2001) provides good grounds to organize<br />
communities and mobilize resources for issues like local level disaster risk<br />
management.<br />
l. United Nations (UN) Agencies. UN Agencies play a key role in disaster<br />
management especially in assessment, planning, coordination, response, recovery and<br />
longer term disaster risk reduction programme. UN takes a lead role in establishing the<br />
Inter Agency Standing Committee (IASC). The main purpose of the IASC is to organize<br />
and coordination meetings of UN and INGOs on weekly basis to monitor response of<br />
various agencies. In addition to that, the UN plays an important role in capacity building<br />
of public sector in policy formulation in disaster management, providing technical<br />
support to provinces and districts in disaster management planning, strengthening<br />
public sector organizations in emergency response and disaster preparedness through<br />
trainings.<br />
m. Media. The media plays an important role in saving lives and property before,<br />

during and after the disaster through dissemination of information on preparedness<br />
issues in disaster management, public information on early warnings, information on<br />
