(e) Provide necessary technical assistance to the provincial government<br />
and the Provincial <strong>Disaster</strong> Management Authorities for preparing<br />
<strong>Disaster</strong> Management <strong>Plan</strong>s in accordance with guidelines laid down by<br />
the <strong>National</strong> Commission.<br />
(f) Prepare, review, maintain and upgrade the communication mechanisms<br />
for early warning and devise such information dissemination strategy<br />
that the information reaches the end user.<br />
(g) Coordinate with PDMA, DDMA and ERC for emergency stocks piles of<br />
relief material to ensure that such material is available at short notice.<br />
(h) Implement, coordinate and monitor the national-disaster-response<br />
strategy and policy.<br />
(j) Promote general education and awareness with regards to disaster<br />
management and perform such other functions that the <strong>National</strong><br />
<strong>Disaster</strong> Management Commission may require it to perform.<br />
(k) Review and update national plan at an appropriate interval.<br />
(2) During <strong>Disaster</strong>. The <strong>National</strong> <strong>Disaster</strong> Management Authority acts as the<br />
lead implementing, coordinating and monitoring body for disaster management.<br />
Its functions are to:-<br />
(a) Activate <strong>National</strong> Emergency Operation Centre (NEOC).<br />
(b) Manage national level incidents and support province and district in<br />
incident management.<br />
(c) Inform and alert concerned federal ministries and departments about the<br />
incident.<br />
(d) Inform concern ministries and departments to join the NEOC.<br />
(e) Lead rapid assessment in the affected area.<br />
(f) Mobilize and deploy teams e.g. search and rescue, technically skilled<br />
people (e.g. army, navy, USAR, & Rescue teams etc) heavy machinery,<br />
medical equipment, medicines, immediately to the affected areas.<br />
(g) Mobilize and send food and non-food items to the PDMAs and DDMAs<br />
for distribution.<br />
(h) Coordinate with relevant ministries and department e.g. Defence,<br />
<strong>National</strong> Logistics Cell, Emergency Relief Cell, Navy, Foreign Affairs,<br />
Pakistan Railways, <strong>National</strong> Highway Authority, Pakistan International<br />
Airlines, Civil Aviation Authority, Social Welfare, Health and Education<br />
etc to prepare them to activate and deploy resources.
