JOB DESCRIPTIONS - NEOC<br />
b. Reports to. Member Operations, Chief Coordinator NEOC/Chairman <strong>NDMA</strong> through<br />
Member (operations), <strong>NDMA</strong><br />
c. Status. Non Transferable at least first three years<br />
d. Job Purpose. The purpose of this position is to lead the <strong>National</strong> Emergency<br />
Operation Centre, to run and manage NEOC in more coordinated efficient way to<br />
maximize impact in keeping mind the <strong>NDMA</strong> objectives. The Director manages staff,<br />
financial and other resources of the NEOC, developing and maintaining a range of<br />
relevant internal and external relationships (government ministries, departments, Civil<br />
Defence, Armed forces, relevant UN agencies, I/NGOs, ICERC/IFRC, PRCS,<br />
Philanthropists in and outside the country, Media etc) and while managing NEOC.<br />
The Director will closely work with PDMA, P/R/SEOC and DDMA, DEOCS in disaster<br />
and non disaster times. The Director will be overall in charge of NEOC and<br />
coordinating emergency response of different types of disaster disasters in the country.<br />
Hence this is the key post within the <strong>NDMA</strong> in coordinating emergency responses. In<br />
non disaster time Director will be responsible to coordinate with provinces/region/state<br />
and districts disaster management authorities on emergency preparedness and multi<br />
hazards contingency plans. Will take measures to provide technical support and<br />
organize trainings for the P/R/S/DMA and DDMA in relation to emergency<br />
preparedness, contingency planning and effective response for the potential disaster.<br />
e. Key Responsibilities. Under the guidance of the Chief Coordinator (Chairman<br />
<strong>NDMA</strong>), responsible for managing the NEOC and its operation in disaster and non<br />
disaster time according to the agreed policy, procedures and strategies:-<br />
(1) Ensure smooth functioning of the NEOC.<br />
(2) Ensure information gathering and define technical information requirements in<br />
order to develop and advise possible emergency response.<br />
(3) Liaise with different humanitarian organizations involved in the humanitarian<br />
response.<br />
(4) Develop close links with key humanitarian organizations, to understand and<br />
influence their changing interests and priorities, mobilize resources for<br />
emergency responses.
