(4) Develop close links with key humanitarian organizations, to understand and<br />
influence their changing interests and priorities, mobilize resources for<br />
emergency responses.<br />
(5) Responsible for managing the P/R/SEOC operations and take decisions on day<br />
to day basis.<br />
(6) Responsible for activation of P/R/SEOC according to the agreed procedures.<br />
(7) Responsible to check the operational readiness of alert warning system and<br />
improve means of warning areas not currently covered by the system.<br />
(8) Ensure that the Emergency Coordinator has informed concerned departments<br />
representative during the alert stage to get ready for the emergency operation.<br />
(9) Ensure that the communication with relevant agencies and disaster sites is<br />
established in alert phase.<br />
(10) Serve as primary contact person between PEOC, NEOC, DEOCs,<br />
ministries/department representatives, I/NGOs and other humanitarian<br />
organization and Media.<br />
(11) Ensure that the P/R/SEOC is staffed with trained personnel and that<br />
communication is operational.<br />
(12) Coordinate with DEOCs to check their preparations during alert and warning<br />
phase for possible response and update DG, PDMA.<br />
(13) Coordinate and review the preparedness of DEOCs in the alert and warning<br />
and for responses.<br />
(14) Check operational readiness of alert and warning system; improve means of<br />
warning and review with emergency operation team the mechanics of alerting<br />
and warning.<br />
(15) Ensure that the operation team of P/R/SEOC has developed plan to possible<br />
deployment of doctors, search & rescue team and other appropriate services<br />
are ready to deployed.<br />
(16) Prepare briefing for the DG, PDMA and PDMC.<br />
(17) Coordinate all the relief activities in the province/region/state and provide<br />
possible technical support to the DEOCs.<br />
(18) Develop and implement security guidelines for the PEOC staff and for the<br />
humanitarian organizations.<br />
(19) Ensure that P/R/SEOC promote the Sphere Project Humanitarian Charter and<br />
Minimum Standards.<br />
(20) Support and oversee media and communications needs for emergency<br />
responses.<br />
(21) Ensuring the efficient and proper use of funds and assets.
