(6) Take preventive measures for mosquito such as spray, mosquito nets,<br />
mosquito repellent coils etc.<br />
(7) Elderly and the disabled persons should be accommodated preferably on the<br />
ground floors in case it is multistoried building.<br />
(8) Make sure that women have privacy and security in the building.<br />
(9) Accessibility<br />
b. Advantages and Disadvantages of Public Buildings<br />
(1) Advantages<br />
(a) Public buildings are easily available and have more space.<br />
(b) Services such as water and sanitation are readily available though they<br />
may be inadequate if the number of people exceeds capacity.<br />
(c) Easy management.<br />
(d) Accessible.<br />
(e) Play ground for children particularly when they are accommodated in<br />
some public buildings such as schools, parks/ open spaces etc<br />
(2) Disadvantages. If the public building is not designed and facilitated to use as<br />
shelter for communities in case of disasters, following disadvantages could be<br />
experienced:-<br />
(a) Lack of privacy and increased security risk.<br />
(b) Inadequate Water/sanitation services for holding large number of<br />
affectees.<br />
(c) Unhygienic conditions because of over crowding.<br />
(d) High risk of spreading diseases due to unhygienic conditions.<br />
c. Standards for Public Buildings. Buildings used to accommodate victims during<br />
relief should provide the following:-<br />
(1) Minimum floor area of 3.5 square meters per person.<br />
(2) Minimum air space of 10 square meters per person.<br />
(3) Minimum air circulation of 30 cubic meters per person per hour.<br />
(4) Separate washing blocks for men and women.<br />
(5) Washing facilities:-<br />
(a) One hand basin /10 persons or<br />
(b) One wash bench of 4-5 meters/100 persons.<br />
(c) One shower head/50 persons in temperate climates.<br />
(d) One shower head /30 persons in hot climate.<br />
(e) Toilet accommodation in building housing displaced persons, should<br />
meet appended requirements:<br />
i. One seat/25 women
