(2) Prepare contingency plan and allocate resources for preparedness and<br />

emergency response.<br />

(3) Keep all telephone, mobile and internet facilities and other communications in<br />

order well before monsoon/flood season.<br />

b. Emergency <strong>Response</strong><br />

(1) Provide uninterrupted telephone and telegraph facilities during emergency<br />

response.<br />

(2) Provide communication services to DEOC round the clock. Make arrangements<br />

for alternate communication system. Coordinate with private telecommunication<br />

services in the district to get their services if needed.<br />

(3) Issue order to keep telephone exchange open round the clock during<br />

emergency operations.<br />

a. Emergency Preparedness<br />

(1) Finalize emergency preparedness plan.<br />

(2) Prepare contingency plan and allocate resources for preparedness and<br />

emergency response.<br />

(3) Draw up a list of industries which are prone to different types of disasters.<br />

(4) Registration and inspection of boilers and adjudication of cases.<br />

(5) Support industry owners/managements in the development of SOPs for<br />

emergency response.<br />

(6) Ensure that all industries are constructed / functioning as per codes and<br />

guidelines laid down by government and regular fire safety drills are conducted<br />

in every concern.<br />

(7) Check that each industrial unit has disaster control cell, preparedness and<br />

contingency plan and that staff trained in first aid, fire fighting and evacuation is<br />

borne on their establishment.<br />

(8) Share transportation plans of hazardous and toxic materials with PDMA, DDMA<br />

in advance.<br />

(9) Confirm functionality of devices installed for leakages‟ detection in all pipelines<br />

carrying hazardous and toxic materials.<br />

(10) Device common format for chemical data sheets for use by police to collect<br />

information from all industries in the district. The information should be available<br />

with fire brigade, police, civil defence and DDMA.<br />

b. Emergency <strong>Response</strong><br />

(1) Designate a representative for the DEOC, if and when needed.
