(m) Coordinate and facilitate with I/NGOs, UN bodies and philanthropist<br />

organizations for resource mobilizations for response.<br />

(n) Develop complaint mechanism system and set up complaint mechanism<br />

cell in the DEOC and at sub district level.<br />

(o) Organize regular media and public information briefings.<br />

(p) Organize detailed assessment for the early recovery program and<br />

prepare proposal and submit to PDMA and <strong>NDMA</strong>.<br />

(q) Prepare situation Report on daily and weekly basis and circulate to the<br />

PDMA, <strong>NDMA</strong> and all stakeholders etc 17 .<br />

d. Taluka & Town/Tehsil Administration. Below district, Taluka/Tehsil and sub<br />

Taluka/Tehsil level are the lowest administrative units in the district administrative<br />

structure. Taluka/Tehsil administration has communication with local communities on<br />

regular basis. They play a vital role in disaster response during and after the event.<br />

Taluka/Tehsil administration has the following role in emergency operation:-<br />

(1) Prepare contingency plans cover potential hazards in the area.<br />

(2) Organize and conduct damage and loss assessment.<br />

(3) Responsible for incident management at Tehsil/Taluka level.<br />

(4) Organize and conduct rapid assessment for relief needs and response.<br />

(5) Assist in post-disaster assessment for early recovery and post-disaster<br />

rehabilitation.<br />

(6) Assist and organize relief operation in affected area of the Tehsil/Taluka.<br />

(7) Organize and manage relief camps in the affected area.<br />

(8) Organize water and sanitation facilities with help of PHED department for relief<br />

camps.<br />

(9) Identify and prepare list of vulnerable groups for relief response.<br />

(10) Distribute relief goods through UC councilor (Elected representative) to the<br />

affected communities and priorities given to poorest, child headed household,<br />

women headed household, disabled and elderly in the community.<br />

(11) Coordinate and facilitate government departments, UN, I/NGOs and<br />

philanthropists for relief activities.<br />

(12) Facilitate and support UCs Nazims and councilors in relief operation at district<br />

government level<br />

(13) Coordinate with district administration and update them on relief activities<br />

(14) Prepare final report on relief operation and send it to DDMA<br />

(15) Monitor relief operation regularly and report to DDMA.<br />
