disasters in future. The earthquake tested the resilience and capacity of Pakistan and<br />

its people to overcome catastrophes. The need for strong institutional and policy<br />

arrangements was fulfilled by promulgation of the <strong>National</strong> <strong>Disaster</strong> Management<br />

Ordinance 2007.<br />

2. <strong>Response</strong> Agencies<br />

a. <strong>National</strong>/Provincial <strong>Disaster</strong> Management Authorities<br />

(1) Evolution. After the promulgation NDMO, Government of Pakistan<br />

established <strong>National</strong> <strong>Disaster</strong> Management Authority (<strong>NDMA</strong>) to serve as the<br />

focal point and coordinating body to facilitate implementation of disaster<br />

management. <strong>Disaster</strong> Management Authorities (DMAs) directly coordinate with<br />

all stakeholders, including ministries, divisions, departments, and humanitarian<br />

organizations at respective levels for emergency response in Pakistan.<br />

(2) Organization<br />

(a) <strong>NDMA</strong>. <strong>NDMA</strong> is headed by a Chairman who is appointed by<br />

Federal Government. <strong>NDMA</strong> is responsible for all activities related to<br />

disaster management at national level.<br />

(b) Provincial/Regional/State <strong>Disaster</strong> Management Authority 10 . Each<br />

Provincial/State <strong>Disaster</strong> Management Authority (P/SDMA) is headed by<br />

a Director General with the status and powers of secretary. The Director<br />

General, Provincial/Regional/State <strong>Disaster</strong> Management Authority is<br />

appointed by the Provincial Government. Provincial/Regional/State<br />

<strong>Disaster</strong> Management Authority is responsible for coordinating with<br />

ministries, departments and DDMAs for disaster risk management<br />

activities in the province and also responsible for implementing policies<br />

and plans for emergency response in the province.<br />

(c) District/Agencies <strong>Disaster</strong> Management Authorities 11 . District<br />

<strong>Disaster</strong> Management Authorities (DDMA) have been established in all<br />

the districts/agencies but priority given to the hazard prone areas. The<br />

authority comprises Heads of District and Tehsil Administration, District<br />

Coordination Officer (DCO) and any other officer deemed necessary by<br />

the District Government. District <strong>Disaster</strong> Management Authority shall<br />

be responsible for district level planning, coordinating and<br />

implementation for disaster management and take all measures for the<br />

purpose of disaster management in the district in accordance with the<br />
