12. Ministry of Water and Power<br />

a. Emergency Preparedness<br />

(1) Prepare emergency preparedness plan including worst scenarios of structural<br />

failure.<br />

(2) Inform <strong>NDMA</strong>, PDMAs on water flows of dams in monsoon season.<br />

(3) Carry out periodic monitoring and inspection of dams and take measures for<br />

repair, if needed.<br />

(4) Provide telemetric data from rain gauge stations and flood data from Indus<br />

River Basin to the Flood Forecasting Division of the Pakistan Meteorological<br />

Department.<br />

(5) Coordinate with relevant ministry/authority in India in relation to releasing water<br />

in River Chenab in the monsoon period.<br />

(6) Monitor the situation on water releases from India and update the Prime<br />

Minister/Minister for Water and Power. Exchange water data with Indian<br />

Government, as part of the Indus Treaty.<br />

b. Emergency <strong>Response</strong><br />

13. Ministry of Defence<br />

(1) Designate a representative to the <strong>National</strong> EOC, if and when needed.<br />

(2) Keep update on river water flow situation to <strong>NDMA</strong> and provinces.<br />

a. Emergency Preparedness<br />

(1) Prepare emergency preparedness plan.<br />

(2) Allocate resources for preparedness and emergency response activities.<br />

(3) Prepare resource inventory including human resources, helicopters, airplanes,<br />

vehicles, heavy machinery etc and share it with <strong>NDMA</strong>.<br />

(4) Organize drills on disaster preparedness and response.<br />

(5) Prepare search and rescue guidelines and share it with <strong>NDMA</strong>.<br />

(6) Enhance DRM capacities of Cantonment Boards specially fire fighting, casualty,<br />

evacuation, and search and rescue.<br />

(7) Prepare training modules on search and rescue, evacuation, logistics and<br />

facilitate trainings for civilian at federal, provincial and district level with the<br />

collaboration of <strong>NDMA</strong>, PDMAs, DDMAs as a part of disaster preparedness.<br />

(8) Prepare plans for utilizing Armed Forces pensioners, especially those liable to<br />

recall, for disaster response, featuring reasonable financial compensation.<br />

(9) Support civilian authorities to maintain the traffic and law & order in disaster<br />

affected areas.
