The distribution method, selection of distribution points, information<br />
dissemination mechanism should be decided with the consultation of local<br />
communities keeping in mind:-<br />
(a) Community participation in deciding the distribution centres.<br />
(b) Convenience to the recipients.<br />
(c) Less travelling time for recipients.<br />
(d) Easy transportation of NFIs for recipients.<br />
(e) Quantity and type of NFIs distributed.<br />
(f) Distribution plan (day, time location, frequency) and change in plans, if<br />
any, due to external circumstances.<br />
(g) Safety and security for the recipients.<br />
(h) Accessibility for everyone and particularly for women, elderly persons,<br />
person with disabilities and children headed households.<br />
(j) Time punctuality for distribution of NFIs.<br />
(k) Waiting area and drinking water should be arranged for recipients.<br />
(l) Separate waiting area for women, elderly persons, and persons with<br />
disability.<br />
(m) Priority should be given in distribution to the elderly persons, women<br />
and persons with disabilities.<br />
(n) Equal quantity of food distributed to everyone and done transparently.<br />
(o) Set up complaints mechanism for the beneficiaries whereby beneficiary<br />
can make complaint about the quality, quantity or distribution and<br />
targeting procedures.<br />
(6) Community Participation in Designing and Distribution of Commodities.<br />
It is highly recommended to involve communities since the beginning of making<br />
plans for distribution of commodities. Communities play an important role to<br />
identify the central location which is convenient to all the people, organizing<br />
distribution system, distribution method, verification of the local people during<br />
the distribution and preparing the record and maintain the security system<br />
during the distribution.<br />
(7) Coordination. There are different humanitarian organizations involved in the<br />
relief commodities distribution. It is important to coordinate and share plans of<br />
relief commodities distribution with DDMA, PDMA and <strong>NDMA</strong> to avoid the<br />
duplication of the efforts. DDMA, PDMA and <strong>NDMA</strong> are responsible to manage<br />
relief operation and coordinate with humanitarian organization in relief activities.
