(j) Coordinate with Provincial <strong>Disaster</strong> Management Authorities in the<br />
affected areas and provide them with the necessary technical and<br />
financial assistance for relief operation.<br />
(k) Establish and maintain communications with incident command<br />
authorities to ensure a common and current operating picture regarding<br />
critical resources requirement.<br />
(l) Coordinate with UN agencies, humanitarian organizations, I/NGOs for<br />
(1) Pre-<strong>Disaster</strong><br />
mobilizing their relief assistance.<br />
(a) Prepare provincial preparedness plan.<br />
(b) Prepare Provincial disaster response plan keeping in mind Sphere<br />
Project minimum standards in emergency response.<br />
(c) Prepare hazard specific provincial contingency plans.<br />
(d) Provide technical support to districts in preparation of contingency<br />
plans.<br />
(e) Prepare, review, maintain and upgrade the communication mechanisms<br />
for early warning and devise information dissemination strategy that<br />
allows information to reach the end user.<br />
(f) Identify and prepare a list of public buildings which can be used as relief<br />
centres in the event of disaster and prepare plans for water supply and<br />
sanitation for these buildings.<br />
(g) Establish stock piles of relief and rescue materials and or ensure<br />
preparedness to make such material available at short notice.<br />
(h) Review and give feedback to disaster preparedness emergency<br />
response plans prepared by the departments of provincial government.<br />
(j) Identify vulnerable areas to disaster in the province and take measures<br />
for prevention of disaster and the mitigation of its effects, and coordinate<br />
with other government department to work together to prevent and<br />
mitigate the effects.<br />
(k) Prepare and update SOPs for each department at provincial level for<br />
disaster response.<br />
(l) Ensure that communication systems are in order and disaster<br />
management drills are being carried out regularly.<br />
(m) Monitor preparedness at all government and non government levels for<br />
effective response to disasters.
