Actions Responsibility<br />
(1) Activate DEOC partially Lead DDMA<br />
(2) Conduct rapid assessment of the situation<br />
(3) Declare local level emergency<br />
(4) Inform PDMA about the local level emergency declaration Support Agency<br />
(5) Immediately initiate relief work in the affected area<br />
(6) Prepare relief operation report and share it with PDMA and<br />
relevant line departments at district level<br />
(7) Stand down the DEOC and inform PDMA and line<br />

b. Level 2. Emergency/disaster which overwhelms the capacity of the district<br />
disaster management authority to manage the situation, DDMA can request for<br />
assistance to the PDMC through PDMA. In this situation an emergency is declared by<br />
the Chief Executive of the Province. Actions and responsibilities are as under:-<br />

(1) Activate PEOC Lead PDMA<br />
(2) Inform DEOC, NEOC about the situation<br />
(3) Alert and inform all line departments in the district<br />
(4) Conduct damage and loss assessment in the affected<br />
area<br />
(5) Immediately initiate relief work in the affected area Support Agency<br />
(6) Share assessment report with PDMA and request for<br />
assistance for emergency operation<br />
(7) Mobilize and deploy resources e.g. evacuation, SAR team,<br />
medical team etc.<br />
(8) Make request to PDMC through PDMA for financial<br />
assistance<br />
(9) Coordinate and facilitate CBOs and NGOs for relief<br />
operation<br />
(10) Prepare relief operation report and share it with PDMA and<br />
relevant line departments at district level<br />
(11) Stand down the DEOC and inform PDMA and line<br />
departments<br />

c. Level 3. In case emergency/disaster is beyond the capacity of provincial/regional<br />
government national emergency is declared by the Prime Minister of Pakistan. Appeal<br />
