market. A dedicated good quality telephone line is recommended. In disaster<br />
situation, fax and telephone should not share same line.<br />
(5) E-mail. Email communication is increasingly replacing telephone and<br />
fax communication in emergencies. Landline telephone service and mobile<br />
phone companies have also started the internet service on the mobile phone.<br />
(6) Radio Technology. Radio technology is also used in the emergency situation.<br />
13. Transportation and Delivery<br />
In Pakistan, it is mainly used by the police department and Armed Forces<br />
during the emergency operation. It is also used by UN agencies, IFRC and<br />
ICRC in the emergency operations. However, in Pakistan other humanitarian<br />
actors are allowed restricted use. If any organization wants to use the radio<br />
technology, special permission is required to be obtained from the Ministry of<br />
Interior Government of Pakistan. Radio technology has two great advantages<br />
for the emergency situations: it is independent of any damage caused to fixed<br />
communication system and it has the capacity to simultaneously transmit to a<br />
number of users. This is in fact very important for rapidly transmitting security<br />
information and instructions. High frequency and very high frequency radios<br />
systems are commonly used in Pakistan.<br />
a. <strong>National</strong> Logistics Cell. Initiation of a prompt response and delivery of relief<br />
assistance to the affected people in the aftermath of a disaster situation is largely<br />
dependent on the efficiency of logistic system. NLC, which is operating the largest fleet<br />
of transport vehicles in the country, has been assigned the task of coordinating and<br />
executing transportation of relief goods through road, rail, air and sea and also ensure<br />
its delivery to the disaster site(s) for distribution 30 . Federal and provincial authorities<br />
shall render all possible assistance and facilitate NLC in this regard.<br />
(1) Responsibilities<br />
(a) NLC will prepare contingency plans and SOPs regarding its<br />
responsibilities in transportation of emergency relief supplies. Act as<br />
lead coordinator for receipt, transport and distribution of relief goods<br />
through road, rail, air and sea.<br />
(b) <strong>Plan</strong> and organize the movements of logistics from base(s) to forward<br />

location(s). In addition, liaise, coordinate and plan with all major<br />
transport companies/organizations involved in transportation of goods<br />
on behalf of <strong>NDMA</strong>, to meet any eventuality. Detach a small part of<br />
contingent to be embedded with <strong>NDMA</strong> as and when required.
