special food requirement for the pregnant women, children etc. Initial<br />

assessment should also focus on the nutritional value of the food. The ration or<br />

food package should be decided on the basis of the nutrition criteria taking in to<br />

account the issue of acceptability and cost effectiveness. The package/ration<br />

should be enough to provide 2100 K calories/person/day. When food<br />

commodities are selected for emergency distribution the following points mat be<br />

considered before deciding the food commodities:-<br />

(a) Nutrition value.<br />

(b) The local culture.<br />

(c) People‟s familiarity with cooking of food.<br />

(d) Eating habits.<br />

(e) Availability of food in local market.<br />

(f) Purchase food from the local market.<br />

(g) Fuel requirement for cooking.<br />

(h) Grain processing: any food item requires processing, e.g. milling.<br />

(j) Quality of the food should be good.<br />

(k) Avoid importing food from other countries in emergency situation,<br />

(2) Food Aid Targeting and Distribution<br />

(a) The beneficiary selection for the food aid should be done with the<br />

participation of key persons, local leaders, teachers etc from the<br />

affected population and beneficiary selection should be regardless of<br />

religion, ethnicity, language, gender etc.<br />

(b) The proper list and the registration card/food distribution card shall be<br />

prepared and distributed to the selected beneficiaries in advance.<br />

(c) Beneficiaries shall be informed in advance about the distribution point,<br />

date, time and procedure.<br />

(d) Distribution card should be properly filled with CNIC details and signed<br />

by the distribution officer and beneficiary.<br />

(e) Beneficiaries should carry copy of their CNIC cards so as the food aid<br />

distributions agencies can maintain record.<br />

(f) Non production of CNIC by disaster affectee will neither render him or<br />

her ineligible to receive food aid nor form basis of any discrimination.<br />

(g) In such cases, the verification should be done through village leader,<br />

councilor or the local community to qualify for the food aid.<br />

(h) Special attention and priority should be given to the persons with<br />

disability, elderly person heading household, women adolescent<br />

heading household.
