10. Ministry of Railways<br />
a. Emergency Preparedness<br />

(1) Prepare emergency preparedness plan.<br />
(2) Prepare duty roster for railway staff in emergency situation and organize<br />
training for them.<br />
(3) Prepare inventory of Railway ware houses includes size and storage capacity<br />
and railway stations at district level with basic facilities such as wat/san and<br />
share it with <strong>NDMA</strong>. Revise inventory every six months and share it with <strong>NDMA</strong>.<br />
(4) Develop contingency plan to deal with degradation of railway moveable/static<br />
assets due to natural/industrial disasters and take preventative measure for it.<br />
(5) Develop IEC material for travellers in case of disaster and install fire<br />
extinguisher in the railway bogies to deal with the fire incident.<br />
(6) Train railway staff in fire fighting, bomb-disposal and search and rescue skills.<br />
(7) Stock stores including emergency bridging equipment at selected nodal points<br />
to enable early restoration of service in case of failure of bridge due to disaster.<br />
b. Emergency <strong>Response</strong><br />
(1) Designate a focal person in <strong>National</strong> EOC if and when needed.<br />
(2) Transport relief material from ports and airports to the disaster affected areas.<br />
(3) Monitor the situation of railway tracks and update <strong>NDMA</strong> on regular basis<br />
11. Ministry of Youth Affairs<br />
particularly in earthquake, floods and cyclone situations.<br />
a. Emergency Preparedness<br />
(1) Prepare emergency preparedness plan.<br />
(2) Allocate resources for preparedness and emergency response activities.<br />
(3) Prepare SOPs for youth volunteers and their role in emergency response.<br />
(4) Organize awareness programme in schools, colleges and universities on the<br />
role of youth volunteers in emergency response.<br />
(5) Prepare a data base of volunteers to assist in emergency response.<br />
(6) Develop IEC material on emergency response for the youth volunteers and<br />
share it with <strong>NDMA</strong> and PDMAs.<br />
b. Emergency <strong>Response</strong><br />
(1) Designate a representative to the <strong>National</strong> EOC, if and when needed.<br />
(2) Deployment of volunteers with consultation of NEOC, PEOCs for emergency.<br />
(3) Prepare report and share it with <strong>NDMA</strong>.<br />
(4) Document the lessons learnt from the response experience and widely share<br />
with stakeholders through <strong>NDMA</strong>.<br />
(5) Incorporate same in future planning.
