(4) Initial Rapid Assessment - Provincial Level. If the disaster happens in<br />
more than one district and it is beyond the capacity of the district administration<br />
then PDMA conduct initial rapid assessment within 48-72 hours of the disaster.<br />
PDMA can form a team of 6 members from different departments who can<br />
conduct the initial rapid assessment. The members and composition of the<br />
team can be flexible and according to the situation and availability of human<br />
resources. This team is supervised and guided by the PDMA. The assessment<br />
team will present report to the concerned DCO, DDMA and PDMA. PDMA is<br />
responsible to send report to the Chief Minister, Governor and other relevant<br />
ministries and departments at provincial level and also to <strong>NDMA</strong>, which will<br />
share report with relevant stakeholders at federal level. It is recommended that<br />
the representatives from the following departments participate in the team:-<br />
(a) PDMA Office.<br />
(b) District Coordination Officer.<br />
(c) Health Department.<br />
(d) Public Health Engineering Department.<br />
(e) Livestock Department.<br />
(f) Agriculture Department.<br />
(g) Civil Society<br />
(5) Initial Rapid Assessment - District Level. If there is small scale disaster<br />
which is only confined to a couple of UCs in the district, then DCO is<br />
responsible to conduct initial rapid assessment within 48-72 hours of the<br />
disaster. DCO can form a team of 5 members from different departments who<br />
can conduct the initial rapid assessment. The members and composition of the<br />
team can be flexible according to the situation and availability of the human<br />
resources at district level. This team will be supervised and led by an<br />
experienced officer. This will present report to the DCO and DCO must forward<br />
this report to the PDMA. The PDMA will send report to the Chief Minister,<br />
Governor and/or other concerned departments at provincial level and also send<br />
report to the <strong>NDMA</strong> which may share report with relevant stakeholders at<br />
federal level. It is recommended that representatives from the following<br />
departments may be nominated:-<br />
(a) Revenue Department.<br />
(b) Health Department.<br />
(c) Public Health Engineering Department.<br />
(d) Livestock Department.<br />
(e) Agriculture Department.
