(j) Women should be encouraged to participate in the whole process of<br />
planning and distribution of the food.<br />
(k) Coordination with other humanitarian organization working in the food<br />
distribution to avoid the duplication.<br />
(l) Coordinate with other aid agencies in relation to relief supplies and take<br />
lead role in distribution.<br />
(m) Prepare a ration card for the affectees with the help of WFP, UNHCR<br />
and other I/NGOs and develop distribution system.<br />
(3) The Distribution Method, Selection of Distribution Points and Information<br />
Dissemination Mechanism. Should be decided in consultation with local<br />
communities keeping in mind appended points:-<br />
(a) Convenience of the recipients.<br />
(b) Less travelling time for recipients.<br />
(c) Easy transportation of food for recipients.<br />
(d) Quantity and type of rations distributed.<br />
(e) Distribution plan (day, time, location, frequency) and change in plans if<br />
any due to external circumstances.<br />
(f) Safety and security aspects.<br />
(g) Accessibility for every one particularly for women, elderly persons,<br />
person with disabilities and children-headed households.<br />
(h) Punctuality for distribution of food, no postponement of the distribution.<br />
(j) Waiting area and drinking water should be arranged for recipients.<br />
(k) Separate waiting area for women, elderly persons and persons with<br />
disability.<br />
(l) Priority should be given in distribution to the elderly persons, women<br />
and persons with disabilities.<br />
(m) Equal and transparent distribution of food to every one. 23<br />
(n) Set up complaint mechanism for the beneficiaries where beneficiary can<br />
register complaint about the quality, quantity, distribution and targeting<br />
procedures.<br />
(o) Any change in the food ration/ basket/ package caused by shortage of<br />
food in the market and the changes must be discussed with recipients<br />
through the distribution committees/agents and changes made with the<br />
consultation of receipts.<br />
