At the completion of the training, local government<br />
officials should be able to:<br />
• Exercise greater leadership in preparing <strong>for</strong><br />
and managing response to WMD mass casualty<br />
terrorism incidents through a better understanding<br />
of their jurisdiction’s response capabilities.<br />
• Analyze the appropriateness of plans, policies,<br />
procedures, and other preparedness elements<br />
currently in place to respond to and recover from<br />
a mass casualty terrorist incident.<br />
• Determine the adequacy and the level of<br />
training of jurisdictional disaster and emergency<br />
management staff.<br />
• Determine the adequacy of the jurisdiction’s<br />
resources (e.g., personnel, materials, and personal<br />
protective and other equipment) <strong>for</strong> response<br />
and recovery from a mass casualty incident.<br />
• Identify the coordination requirements among<br />
local, State, and Federal governments <strong>for</strong> response<br />
to WMD terrorist incidents.<br />
There are no Participant Manuals; the facilitator must<br />
tailor the course <strong>for</strong> the specific community.<br />

Prerequisites:<br />
Required: The course is designed with the following<br />
assumptions about participation:<br />
1. The city or county conducting the course<br />
has an emergency operations plan (EOP) and<br />
Standard Operating Procedures (SOPs).<br />
2. The participants know and understand their<br />
roles and responsibilities, as defined by their<br />
EOP; are trained in their areas of expertise;<br />
and know their jurisdiction.<br />
