Selection Criteria: The target audience will include<br />

employees of the FEMA Field Attorney Cadre and<br />

the FEMA Office of Chief Counsel (OCC).<br />

This course is required <strong>for</strong> any person serving as a<br />

FEMA Comptroller in FEMA Joint Field Office (JFO)<br />

operations prior to their deployment in this position.<br />

The course is a specific overview of FEMA systems,<br />

grants programs, National Response Framework<br />

(NRF), National Incident <strong>Management</strong> System<br />

(NIMS) structure, and Units that report to the Finance<br />

and Administration Section (Human Resources [HR],<br />

Procurement, Training, and Cost Unit).<br />

Selection Criteria: This course is <strong>for</strong> any FEMA<br />

Comptroller Disaster Work<strong>for</strong>ce Cadre member who<br />

will serve as Finance and Administration Section<br />

Chief in FEMA JFO disaster operations or any FEMA<br />

national personnel who will serve as a Finance and<br />

Administration Section Chief in FEMA JFO disaster<br />

operations. Approval to attend this course is made by<br />

the FEMA National Comptroller Cadre Manager, or<br />

a member of the Office of Chief Financial Officer/<br />

FEMA Headquarters who can sign on behalf of the<br />

FEMA National Comptroller Cadre Manager. The<br />

signature of the a<strong>for</strong>ementioned is required. If the<br />

participant is also a FEMA Regional employee, the<br />

signature of the FEMA Regional Training Manager is<br />

also required.<br />

Incident Command System (ICS), ICS-100; IS 101,<br />

Introductory alternative Dispute<br />

resolution (aDr) advisor training<br />

This training will provide the knowledge and skills<br />

necessary <strong>for</strong> ADR Cadre members to fully per<strong>for</strong>m<br />

their ADR functions at a high level. The result will<br />

be a cadre of ADR professionals who are able to<br />

deploy to disaster sites, heighten awareness of the<br />

benefits of ADR, provide conflict coaching, reduce<br />

the number of complaints and conflicts, and create<br />

an atmosphere of open communication, as well as<br />

anticipate and prevent problems.<br />

Selection Criteria: Newly hired FEMA ADR Cadre<br />

members and incumbent ADR Cadre members with<br />

limited field experience. The audience will typically<br />

be Disaster Assistance Employees (Reservists) who<br />

work at temporary field facilities such as Joint Field<br />

Offices, Area Field Offices, Disaster Recovery Centers,<br />

Long-Term Recovery Centers, National Processing<br />

Service Centers, etc.<br />

Required: IS 101, Deployment Basics: Federal Disaster<br />

Work<strong>for</strong>ce Readiness.<br />

advanced property management (E/l721)<br />

This course aims to provide FEMA with Accountable<br />

Property Officers (APOs) who have the knowledge<br />

and skills to provide cost effective and efficient<br />

management of Agency assets. The foundation<br />

<strong>for</strong> the curriculum will be the Personal Property<br />

<strong>Management</strong> Manual. To that will be added best<br />

practices suggestions and documented updates to<br />

the guidance provided in the manual.<br />

Selection Criteria: The primary target audience consists<br />

of FEMA Agency APOs, Property <strong>Management</strong><br />

Officers (PMOs), Logistics Chiefs, Operations Chiefs,<br />

Comptrollers, Acquisition staff, and other FEMA staff<br />

with property management responsibilities.
