The purpose of this course is to help participants<br />

increase the administrative alignment of their<br />

organizations, people, process, and paperwork<br />

to meet Federal fiduciary standards <strong>for</strong> Public<br />

Assistance recovery. The topics include Staf<strong>for</strong>d Act;<br />

Office of <strong>Management</strong> and Budget (OMB) standards;<br />

FEMA policies and procedures; NIMS application;<br />

Public Assistance categories A–G; and the criteria<br />

<strong>for</strong> reimbursement of <strong>for</strong>ce account labor, <strong>for</strong>ce<br />

account equipment, materials, rented materials, and<br />

contracts. The methodologies include case study<br />

analysis, group discussions, and major simulation<br />

exercises transitioning from <strong>Emergency</strong> Operations<br />

Center (EOC) operations to long-term recovery.<br />

Selection Criteria: Local, county, State, or Tribal officials<br />

who are or could be the Public Assistance Agent<br />

representatives <strong>for</strong> their community.<br />

System (ICS), and IS 200, ICS <strong>for</strong> Single Resources and<br />

This 2-day course provides attorneys with a basic<br />

understanding of FEMA’s statutory and regulatory<br />

emergency management authorities relating to<br />

response operations. This course is designed to<br />

provide introductory knowledge on substantive topics<br />

including disaster declarations; response operations,<br />

including Federal agency authorities; coordination<br />

of Federal support; mission assignments and grant<br />

assistance <strong>for</strong> emergency protective measures; insular<br />

area considerations; and records requests (Freedom<br />

of In<strong>for</strong>mation Act [FOIA] and Privacy Act).<br />

Selection Criteria: Federal, State, Tribal, and local<br />

government attorneys who provide legal counsel<br />

related to emergency management response activities.<br />
