This course provides Tribal representatives with an<br />
overview of FEMA’s mitigation programs, outlines<br />
Tribal mitigation responsibilities, and discusses<br />
opportunities <strong>for</strong> achieving mitigation successes. The<br />
course will cover mitigation planning, the National<br />
Flood Insurance Program (NFIP), and mitigation<br />
grant programs.<br />
Selection Criteria: The course will be limited to<br />
federally recognized Tribal members and their<br />
representatives.<br />

This course prepares participants to establish and<br />
sustain an active local CERT program.<br />
The responsibilities of a local CERT Program Manager<br />
are various. This course defines the core components<br />
of a local CERT program and focuses on effective<br />
practices <strong>for</strong>:<br />

• Planning and interacting with a broad range of<br />
stakeholders<br />
• Managing program resources<br />
• Sustaining the program<br />
Course topics include:<br />
• Developing local CERT program goals and a<br />
related strategic plan<br />
• Promoting a local CERT program<br />
• Orienting, managing, and retaining CERT<br />
members<br />
• Recruiting, funding, managing, and retaining<br />
CERT trainers<br />
• Acquiring and managing program resources<br />
• Delivering and managing effective training and<br />
exercises<br />
• Developing policies and procedures <strong>for</strong> operating<br />
a local CERT program<br />
• Evaluating and sustaining the program<br />
The CERT Program Manager course is delivered at EMI<br />
sequentially during the same week with E428,<br />
CERT Train-the-Trainer. Participants who wish to take<br />
both <strong>courses</strong> must submit a separate application <strong>for</strong><br />
each course. Although either course may be taken<br />
separately, EMI encourages people to take both<br />
<strong>courses</strong> the same week.<br />
Selection Criteria: The target audience <strong>for</strong> this course<br />
includes professionals and volunteers who are<br />
designated to be or are interested in being appointed<br />
a local CERT Program Manager and those who are<br />
already in the CERT Program Manager position.<br />
Prerequisites:<br />
Required: A referral from a CERT-sponsoring agency,<br />
typically a local, regional, or State government<br />
agency, and completion of the CERT Basic Training<br />
course or IS 317, Introduction to CERT, which can be<br />
found at http://www.citizencorps.gov/cert/IS317/.<br />
