Director training course (E257)<br />
One of the Federal <strong>Emergency</strong> <strong>Management</strong> Agency’s<br />
(FEMA’s) most important stakeholders is the<br />
State <strong>Emergency</strong> <strong>Management</strong> Agency. These State<br />
agencies are responsible <strong>for</strong> implementing FEMA’s<br />
programs. FEMA’s <strong>Emergency</strong> <strong>Management</strong> <strong>Institute</strong><br />
(EMI) conducts training <strong>for</strong> new State <strong>Emergency</strong><br />
<strong>Management</strong> Directors. The resident training course<br />
at EMI is conducted in cooperation with the National<br />
<strong>Emergency</strong> <strong>Management</strong> Association (NEMA), an<br />
organization which represents the State Directors.<br />
The training is designed to bring new State Directors<br />
together at EMI <strong>for</strong> opportunities to learn about FEMA<br />
programs, what NEMA has to offer, and to further<br />
develop skills necessary to lead their departments.<br />
Course Goals:<br />
• Provide State <strong>Emergency</strong> <strong>Management</strong> Directors<br />
and Deputy Directors with the in<strong>for</strong>mation,<br />
resources, and tools they need to effectively lead<br />
and manage their agencies and programs.<br />
• Identify current and emerging issues, challenges,<br />
and trends in all-hazards emergency management<br />
and help identify and develop effective strategies<br />
to deal with them.<br />
• Encourage innovation in emergency management<br />
and homeland security through public policy<br />
discussion and debate.<br />
• Develop leadership and management skills <strong>for</strong> a<br />
constantly changing environment.<br />
Selection Criteria: State <strong>Emergency</strong> <strong>Management</strong><br />
Directors and Deputy Directors who have not<br />
previously taken this course. A limited number of<br />
FEMA Federal Coordinating Officers (FCOs) are also<br />
eligible to attend.<br />

Instructional techniques <strong>for</strong> subject<br />
matter Experts (smEs) (E262)<br />
Instructional Techniques <strong>for</strong> SMEs is a dynamic, interactive,<br />
and educational 4-day course designed <strong>for</strong> SMEs<br />
who are called upon to deliver training or provide<br />
presentations in their area of expertise. Participants<br />
will learn, in the first 2 days of the course, how to<br />
account <strong>for</strong> such things as room design, material<br />
organization, classroom/meeting room technology,<br />
learner/attendee influences, and the impact of<br />
the instructor/presenter on the environment. The<br />
second 2 days are <strong>for</strong> practice training/briefing<br />
delivery sessions with constructive feedback from<br />
fellow participants and the course instructors.<br />
Participants will be responsible <strong>for</strong> delivering two 10<br />
minute presentations on their area of expertise—one<br />
on Wednesday and one on Thursday. Presentations<br />
will be videotaped so participants can critique<br />
themselves at a later date. Participants must bring<br />
the PowerPoint or other materials they use in their<br />
presentations to the practice sessions. If the course<br />
is to be delivered <strong>for</strong> a particular audience, i.e., a<br />
specific FEMA program office, the course material<br />
will be geared toward that function and the delivery<br />
method they use, i.e., presentation or instruction.<br />
Selection Criteria: FEMA employees with a requirement<br />
to provide presentations or teach in<strong>for</strong>mation to<br />
any variety of publics, from internal briefings to<br />
teaching <strong>courses</strong> or providing presentations on their<br />
project they are working on at the time.<br />
