participants must establish the foundation <strong>for</strong> and<br />

take-home Proficiency Demonstration (PRODEM),<br />

which must be completed and submitted at the<br />

beginning of the final course in the MEPP Series.<br />

Selection Criteria: Participation in this course is<br />

limited to EMI Resident MEPP Candidates who have<br />

successfully completed the E132, Discussion-Based<br />

Exercise Design and Evaluation, course. EMI Resident MEPP<br />

Candidates are selected from all levels of government<br />

(local, State, Trust Territories, Tribal Nations, the<br />

Department of Homeland Security [DHS], and other<br />

Federal agencies) and are representative of emergency<br />

management/emergency services personnel whose<br />

responsibilities include emergency management<br />

exercises. This includes exercise training officers;<br />

emergency managers; emergency services personnel<br />

from fire, emergency medical, hospitals, public/<br />

environmental health, law en<strong>for</strong>cement, public<br />

works/utilities, community service/volunteer<br />

agencies; and private entities who participate in<br />

emergency services/emergency management<br />

exercise planning teams, design and development,<br />

control/simulation, and evaluation teams or manage<br />

exercise programs.<br />

Required: E132, Discussion-Based Exercise Design and<br />

Evaluation.<br />

Operations-based Exercise<br />

Development course (E136)<br />

This third and final course in EMI’s Resident Master<br />

Exercise Practitioner Program (MEPP) focuses on<br />

complex Functional Exercises (FX) and Full-Scale<br />

Exercises (FSE). Participants must develop a complex<br />

functional exercise and successfully conduct the<br />

exercise in a simulated <strong>Emergency</strong> Operations<br />

Center environment. This course primarily consists<br />

of per<strong>for</strong>mance-based workshops and proficiency<br />

complete exercise plans <strong>for</strong> a full-scale exercise. At<br />

the end of the course, individuals who have met all<br />

the requirements are awarded the MEPP title and<br />

certificate of completion.<br />

to EMI Resident MEPP Candidates and to Non-<br />

Resident MEPP Candidates who have successfully<br />

completed the G138, Exercise Practicum <strong>for</strong> the Master<br />
