Disaster Operations and<br />

recovery curriculum<br />

EMI’s Disaster Operations and Recovery curriculum<br />

provides training and education <strong>for</strong> Federal, State,<br />

Tribal, and local personnel involved in response and<br />

recovery activities.<br />

The curriculum emphasizes the functions involved in<br />

response and recovery that can be applied to all hazards.<br />

Recent disasters illustrate the need to have disaster<br />

response and recovery plans and to provide training<br />

<strong>for</strong> disaster workers on their roles, responsibilities,<br />

functions, and procedures in disasters. The Disaster<br />

Operations and Recovery curriculum provides such<br />

training and education <strong>for</strong> workers at the Federal,<br />

State, Tribal, and local levels of government and<br />

allied organizations.<br />

Instructional presentation and Evaluation<br />

skills (E/l141)<br />

A basic 3-day course <strong>for</strong> laymen, it deals with the<br />

practicalities of conducting successful interactions,<br />

managing the classroom experience, and making<br />

presentations. It covers the basics of adult learning<br />

and of training evaluation.<br />

Participants have several opportunities to practice<br />

presentation and instructional skills, first as<br />

spokespersons <strong>for</strong> small groups, and then during short<br />

duo presentations, 3-minute individual presentations,<br />

and finally 20-minute presentations using material<br />

related to their own programs or functions.<br />

A large number of job aids is provided, to help in<br />

application of training skills. Participants should<br />

come to class with materials from a pre-existing<br />

FEMA course which is related to their work.<br />

Selection Criteria: FEMA Cadre Subject Matter Experts<br />

who have been given the responsibility to deliver<br />

instruction in the field.<br />

Debris management planning <strong>for</strong> state,<br />

tribal, and local Officials (E202)<br />

This course provides an overview of issues and<br />

recommended actions necessary to plan <strong>for</strong>,<br />

respond to, and recover from a major debrisgenerating<br />

event with emphasis on State, Tribal,<br />

and local responsibilities. Developed from a predisaster<br />

planning perspective, the course includes<br />

debris staff organizations, compliance with laws<br />

and regulations, contracting procedures, debris<br />

management site selection, volume reduction<br />

methods, recycling, special debris situations, and<br />

supplementary assistance.<br />

Selection Criteria: Tribal, local, and State emergency<br />

management personnel, including public works and<br />

waste management staffs, who are responsible <strong>for</strong><br />

planning and/or implementing debris removal and<br />

disposal actions.<br />

Course Length: 4 days<br />

CEUs: 2.8<br />

state coordinating Officer (E208)<br />

This course provides key State staff with updated<br />

in<strong>for</strong>mation on the disaster assistance process and<br />

programs. The focus is on management issues the<br />

SCO may face in relationship with Federal, State,<br />

local, and Tribal partners in the Joint Field Office<br />

(JFO) and <strong>Emergency</strong> Operations Center (EOC).<br />

Selection Criteria: State and FEMA staff who have<br />

disaster management responsibilities such as Federal<br />

Coordinating Officers, Individual Assistance Officers,<br />

Public Assistance Officers, State Hazard Mitigation<br />

Officers, State Public In<strong>for</strong>mation Officers, State<br />

Coordinating Officers, and others who have a key or<br />

lead disaster management assignment.<br />

Prerequisite:<br />

Required: IS 208, State Disaster <strong>Management</strong>, completed<br />

through the Independent Study Program.<br />

Course Length: 4 days<br />
