External Affairs–Part 1, and L751, Policy, Procedure, and<br />

Practice <strong>for</strong> External Affairs Field Internship–Part 1.<br />

Course Length: 5–6 days, 40 to 60 hours (dependent<br />

upon hours of the operation participant is deployed<br />

to.)<br />

This is a multipart course designed to provide the<br />

knowledge and tools necessary to per<strong>for</strong>m job<br />

functions in FEMA External Affairs and <strong>Emergency</strong><br />

Support Function (ESF) #15 operations. Taken<br />

sequentially, the <strong>courses</strong> will prepare participants<br />

to work seamlessly with other External Affairs<br />

components in delivering comprehensive, integrated,<br />

and unified messages to all stakeholders. Participants<br />

will be deployed to a Joint Field Office <strong>for</strong> a 2 week<br />

mentored field internship. Finally, an additional<br />

week of component-specific training will complete<br />

this 4 week process.<br />

The Capstone <strong>for</strong> this series will allow participants<br />

to share experiences of deployment, discuss best<br />

practices learned, and further apply this knowledge<br />

in a final-day exercise conducted jointly with<br />

all components. Participants will also receive<br />

component-specific training during this week by<br />

participating in one of the following <strong>courses</strong>:<br />

• E249, Public Affairs Policy and Procedures<br />

• E/L/B277, Basic Training <strong>for</strong> Community Relations (CR)<br />

Field Specialists<br />

• E368, Congressional Affairs Specialist<br />

• E738, External Affairs Private Sector Basic<br />

• E788, Intergovernmental Affairs Basic<br />

Selection Criteria: Participants in this course will be:<br />

• New Disaster Assistance Employees (Reservists)<br />

assigned to the External Affairs (EA) Cadre who<br />

have attended or registered <strong>for</strong> E/L/B750, Policy,<br />

Procedure, and Practice <strong>for</strong> External Affairs–Part 1; L751,<br />

Policy, Procedure, and Practice <strong>for</strong> External Affairs Field<br />

Internship–Part 1; and L752, Policy, Procedure, and Practice<br />

<strong>for</strong> External Affairs Field Internship–Part 2.<br />

• Disaster Assistance Employees (Reservists)<br />

assigned to the EA Cadre and have been deployed<br />

and have attended E/L731, External Affairs Overview<br />

Field Course.<br />

• Course manager will indicate the specific<br />

components of EA being targeted <strong>for</strong> the<br />

specific offering.<br />

• EA National Cadre Manager will provide list of<br />

approved attendees.<br />

Prerequisites:<br />

Required: E/L/B750, Policy, Procedure, and Practice<br />

<strong>for</strong> External Affairs–Part 1; L751, Policy, Procedure, and<br />

Practice <strong>for</strong> External Affairs Field Internship–Part 1; and<br />

L752, Policy, Procedure, and Practice <strong>for</strong> External Affairs Field<br />

Internship–Part 2.<br />

Course Length: 4 days, 32 hours<br />

DHs/fEma Individuals and Households<br />

program (IHp), grants, and financial<br />

closeout (E758)<br />

This training course is primarily <strong>for</strong> FEMA Regional<br />

office employees, and Joint Field Office (JFO)<br />

personnel, Disaster Finance Center (DFC), and the<br />

National Processing Service Centers (NPSCs) who<br />

have the responsibility of managing, monitoring,<br />

and/or closing out IHP Housing and Other Needs<br />

Assistance (ONA) Provisions.<br />

The goal of this course is to introduce participants<br />

to the newly developed policies and procedures <strong>for</strong><br />

managing, monitoring, and closing out IHP Housing<br />

and ONA Provisions, and to assist participants in<br />

developing strategies that will assist them in carrying<br />

out these responsibilities.
