Expedient flood training (g270.3)<br />

This 45-minute orientation module is designed to<br />

train volunteers in flood-fighting techniques using<br />

sandbags and other materials.<br />

Selection Criteria: Local government emergency<br />

managers and emergency responders.<br />

This 8–12-hour workshop addresses the planning<br />

considerations and operational requirements <strong>for</strong> an<br />

effective donations management system at the local<br />

level. A special emphasis is put on the importance<br />

of collaborative partnerships between local<br />

government, voluntary agencies, and community<br />

organizations as the key to success in volunteer and<br />

donations management.<br />

Selection Criteria: Local government officials and State<br />

and/or local leaders of key voluntary organizations<br />

(i.e., those affiliated with the State Voluntary<br />

Organizations Active in Disaster (VOAD)), who<br />

have responsibility <strong>for</strong> planning, coordinating,<br />

implementing, and/or operating the donations<br />

management function at the State and local levels.<br />

Prerequisites:<br />

Required: Participants must have some responsibility<br />

to oversee, coordinate, and/or assist with the State<br />

and local donations and volunteer management<br />

functions during disasters. IS 288, The Role of<br />

Voluntary Agencies in <strong>Emergency</strong> <strong>Management</strong>.<br />

Recommended: IS 100.a, Introduction to the Incident<br />

Command System (ICS), ICS-100, and IS 700.a, National<br />

Incident <strong>Management</strong> System (NIMS), An Introduction.<br />

flood fight Operations (g361)<br />

This 2½-day course is <strong>for</strong> emergency managers,<br />

public works officials, levee district representatives,<br />

and others responsible <strong>for</strong> planning, preparing,<br />

and managing the response to a flood. Using a<br />

combination of lectures, discussions, activities, and<br />

exercises, the course will take participants through<br />

the complete process from well be<strong>for</strong>e the flood to<br />

clean-up afterwards. Officials from every community<br />

at risk of flooding should take this training.<br />

While this training emphasizes how to conduct a flood<br />

fight, it provides in<strong>for</strong>mation to help communities<br />

decide if a flood fight is possible and worth the<br />

ef<strong>for</strong>t and cost. Diagrams with materials lists and<br />

equipment and labor requirements to construct<br />

various types of temporary flood protection can be<br />

used to help determine if there is enough time and<br />

resources to protect the community. If the whole<br />

community cannot be protected, then officials must<br />

decide where to concentrate their ef<strong>for</strong>ts to protect<br />

some areas and/or evacuate and relocate what they<br />

can. If a flood fight is undertaken, it should be done<br />

the right way or the ef<strong>for</strong>t will be wasted.<br />

Instructors should be experienced in flood fighting.<br />

It is recommended that the U.S. Army Corps of<br />

Engineers (USACE) be part of the instructional team<br />

to discuss the methods and techniques it will use in<br />

your region and to explain what assistance it may be<br />

able to provide.<br />

NOTE: Some States may decide to add the 45 minute Expedient<br />

Flood Training (G270.3) to offerings of this course and may also<br />

do a field activity to build a sandbag wall. If participants will<br />

be asked to fill and place sandbags, they should be told to bring<br />

appropriate clothing.<br />

Selection Criteria: Federal, State, Tribal, and local<br />

officials responsible <strong>for</strong> planning, preparing, and<br />

managing response to floods.<br />
