This course is designed as basic training <strong>for</strong> any<br />

FEMA Joint Field Office (JFO) Contract Specialist,<br />

most specifically <strong>for</strong> members of the FEMA<br />

Acquisition/Procurement Disaster Work<strong>for</strong>ce Cadre<br />

or any personnel with FEMA Automated Deployment<br />

Database (ADD) deployment title of Procurement Unit<br />

Leader, Contract Specialist, or Procurement Clerk.<br />

Selection Criteria: This course is <strong>for</strong> any FEMA<br />

Acquisition/Procurement Disaster Work<strong>for</strong>ce Cadre<br />

member who will serve as a Contract Specialist in<br />

JFO disaster operations or any personnel with FEMA<br />

ADD deployment title of JFO Procurement Unit<br />

Leader, Contract Specialist, or Procurement Clerk.<br />

Approval to attend this course is made by the FEMA<br />

Acquisition/Procurement National Cadre Manager,<br />

or a member of the Office of Procurement/FEMA<br />

Headquarters who can sign on behalf of the<br />

Acquisition/Procurement National Cadre Manager.<br />

The signature of the a<strong>for</strong>ementioned is required. If<br />

the person is also a FEMA Regional employee, the<br />

signature of the FEMA Regional Training Manager is<br />

also required.<br />

This 4-day course provides new FEMA legal staff<br />

with the skills required to provide effective legal<br />

support during response and recovery operations.<br />

After completion of this course, participants will<br />

have a basic understanding of FEMA’s statutory and<br />

regulatory framework, the interface between FEMA<br />

Headquarters OCC and field operations, and the roles<br />

and responsibilities of the field legal staff. In addition,<br />

they will have a basic knowledge of substantive topics<br />

including disaster declarations, response operations<br />

including Federal agency authorities, coordination<br />

of Federal support, mission assignment and grant<br />

assistance <strong>for</strong> emergency protective measures,<br />

insular area considerations, records requests (FOIA<br />

and Privacy Act), and recovery operations including<br />

public assistance, individual assistance, and hazard<br />

mitigation, Tribal relations, and environmental and<br />

historic preservation concerns.<br />

advanced field attorney training (E714)<br />

The purpose of this course is to update the Field<br />

Attorneys based on the last year’s lessons learned which<br />

will allow them to be better able to per<strong>for</strong>m their<br />

responsibilities of ensuring that field operations are<br />

consistent with the Staf<strong>for</strong>d Act, other laws, regulations,<br />

and Agency policy and standards. The Field Attorneys<br />

provide timely onsite legal advice to ensure that Federal<br />

Coordinating Officer and program staff decisions are<br />

legally sound and fiscally responsible.<br />
