This course will enable the participant to conduct<br />
a per<strong>for</strong>mance and needs analysis. An analysis plan<br />
is developed based on a problem that individuals<br />
bring to the course. The plan is the basis <strong>for</strong><br />
conducting a per<strong>for</strong>mance and needs analysis. The<br />
results will determine an appropriate intervention<br />
to the problem(s).<br />
Selection Criteria: The primary focus is State Training<br />
Officers, FEMA staff, State Exercise Training Officers,<br />
and other key emergency management trainers.<br />
Prerequisites:<br />
Required: Participants must complete E601,<br />
<strong>Management</strong> and Supervision of Training.<br />
Recommended: Participants also should do research<br />
on a real problem from their department, agency,<br />
or organization.<br />

Instructional Design (E603)<br />
This course will enable participants to develop a<br />
Plan of Instruction (POI). The POI is used to develop<br />
supporting training materials. Participants work with<br />
the per<strong>for</strong>mance and needs analysis results completed<br />
after the E602, Per<strong>for</strong>mance and Needs Analysis, course.<br />

During the course, participants will use task<br />
analysis to organize their training and work on a<br />
POI. Activities include analyzing tasks, content, and<br />
audience; writing objectives; planning <strong>for</strong> participant<br />
and course evaluation; and selecting instructional<br />
strategies and methods.<br />
Selection Criteria: The primary focus is State Training<br />
Officers, FEMA staff, State Exercise Training<br />
Officers, and other key trainers with emergency<br />
management responsibilities.<br />
Prerequisites:<br />
Required: Participants must complete E601,<br />
<strong>Management</strong> and Supervision of Training, and E602,<br />
Per<strong>for</strong>mance and Needs Analysis.<br />
Pre-Course Work: Since participants will be designing<br />
training based on a per<strong>for</strong>mance and needs analysis,<br />
they are required to submit a list of tasks that their<br />
audience should be able to per<strong>for</strong>m at the end of the<br />
training. Reading assignments also are part of precourse<br />
work.<br />

This course will provide participants with the<br />
knowledge, skills, and tools necessary to develop<br />
course materials <strong>for</strong> a content-specific plan of<br />
instruction, which can be delivered effectively by<br />
other instructors.<br />
Participants will complete parts of a Participant/<br />
Student Manual and Instructor Guide, plus some<br />
visuals, a job aid, and an activity guide.
