The National Response Framework (NRF) presents<br />
the guiding principles that enable all response<br />
partners to prepare <strong>for</strong> and provide a unified<br />
national response to disasters and emergencies—<br />
from the smallest incident to the largest catastrophe.<br />
As part of the NRF, Support Annexes describe how<br />
Federal departments and agencies, the private sector,<br />
volunteer organizations, and Non-Governmental<br />
Organizations (NGOs) coordinate and execute the<br />
common support processes and administrative tasks<br />
required during an incident. The actions described<br />
in the Support Annexes are not limited to particular<br />
types of events, but are overreaching in nature and<br />
applicable to nearly every type of incident. This<br />
course provides an introduction to the Critical<br />
Infrastructure and Key Resources (CIKR) Support<br />
Annex to the NRF.<br />
• Describe the relationship between the NRF and<br />
CIKR prevention, protection, and response and<br />
recovery.<br />
• Define the role of the Infrastructure Liaison in<br />
supporting coordination with the CIKR sectors<br />
and all levels of partners.<br />
• Identify the processes defined in the NRF <strong>for</strong><br />
ensuring the CIKR considerations are integrated<br />
into incident response ef<strong>for</strong>ts.<br />

This course is intended <strong>for</strong> DHS and other Federal<br />
staff responsible <strong>for</strong> implementing the NIPP, and<br />
Tribal, State, local, and private sector emergency<br />
management professionals. The course is also<br />
designed to teach potential security partners about<br />
the benefits of participating in the NIPP.<br />
Course Goals<br />

Resources (CIKR) of the United States.<br />
1. Describe how the NIPP provides the unifying<br />
structure <strong>for</strong> the integration of CIKR protection<br />
ef<strong>for</strong>ts into a single national program.<br />
2. Define CIKR and protection in the context of the<br />
NIPP.<br />
3. Identify the relevant authorities and roles of<br />
NIPP security partners.<br />

framework ensures a steady state of protection<br />
