At the end of this course, participants will be able to:<br />
• Describe the basic tenets of the National Incident<br />
<strong>Management</strong> System (NIMS), Incident Command<br />
System (ICS), and disaster response and recovery.<br />
• Explain the FEMA response lifecycle and the<br />
organizational structure.<br />
• Determine the roles and responsibilities of<br />
middle managers in disaster response and<br />
recovery.<br />
• Recognize the importance of middle<br />
management participation in planning.<br />
• Demonstrate an ability to handle administrative<br />
requirements of managers.<br />
• Identify elements of resource and personnel<br />
management unique to disasters.<br />
• Exhibit effective management skills and<br />
leadership abilities at the level expected of a<br />
middle manager.<br />
Selection Criteria: FEMA staff assigned the following<br />
disaster/JFO Task Book job titles: Section Chiefs,<br />
Branch Director, Unit Leader, Division/Group<br />
Supervisors, Crew Leaders, and Strike Team Leaders<br />
and Task Force Leaders. The course is not specific to<br />
any function or cadre.<br />
Prerequisites:<br />
Required: IS 101, Deployment Basics: Federal Disaster<br />
Work<strong>for</strong>ce Readiness, and IS 800.b, National Response<br />
Framework (NRF), An Introduction.<br />
Recommended: E292, Disaster Field Operations <strong>Management</strong><br />
(DFOM), and/or E/L269, Managing FEMA Staff on<br />
Disaster Operations.<br />

Orientation to Disaster response<br />
Operations (E/l779)<br />
The 4-day (resident) and 3-day (field) <strong>courses</strong> is<br />
intended to provide participants with an orientation<br />
to disaster response and recovery operations<br />
as addressed in the current National Response<br />
Framework (NRF) with a focus on the interrelationships<br />
among FEMA, other Federal agencies,<br />
and State/local and Tribal governments. It is usually<br />
held at the FEMA Regions <strong>for</strong> their Regional<br />
Interagency Steering Committee participants.<br />
Selection Criteria: FEMA, other Federal agency<br />
personnel who are assigned to the Joint Field Office<br />
(JFO), Regional Response Coordination Center<br />
(RRCC), National Response Coordination Center<br />
(NRCC), and other disaster facilities as well as State<br />
agency management staff.<br />

basic fEma safety Officer course (E780)<br />
This course is mandatory <strong>for</strong> all new safety<br />
professionals within the FEMA Safety Cadre. It meets<br />
the Occupational Safety and Health Administration<br />
(OSHA) requirements <strong>for</strong> what a Safety Officer<br />
must know, what to look <strong>for</strong>, and how to look <strong>for</strong> it.<br />
Completion of this course is required <strong>for</strong> credentialing<br />
in accordance with the National Safety Cadre.<br />
Selection Criteria: Offered to FEMA Disaster Safety<br />
Officers by the Occupational Safety, Health, and<br />
Environmental Office.<br />
Prerequisites:<br />
Required: Member of the Safety Cadre.<br />
Course Length: 4 days<br />
