NOTE: Members of the Federal Coordinating Officer (FCO) and<br />

Incident <strong>Management</strong> Assistance Team (IMAT) cadres and other<br />

select FEMA cadres may be considered if space is available in the<br />

class. Such candidates must be nominated by their respective cadre<br />

manager and will be subject to approval by the CR course manager<br />

and/or the National CR Cadre manager.<br />

One week prior to the 6-week class reduction, any empty slots<br />

will be filled from the wait list on a first-come, first-serve basis<br />

regardless of the individual’s region.<br />

Operations (E/l269)<br />

This course provides FEMA managers and supervisors,<br />

including PFTs and Disaster Reservists who work<br />

in the Joint Field Office (JFO) and other disaster<br />

operation facilities, with the knowledge and skills to<br />

per<strong>for</strong>m their staff management responsibilities more<br />

effectively and with greater confidence. Individuals<br />

must complete the Myers-Briggs Type Indicator<br />

(MBTI) Instrument and should have JFO experience.<br />

Selection Criteria: FEMA managers and supervisors<br />

including PFTs and Disaster Reservists.<br />

Prerequisites:<br />

Required: Must have disaster field experience in the<br />

JFO or other FEMA disaster support facility and<br />

have a supervisory role as a disaster manager/<br />

supervisor. Completion of the MBTI and submission<br />

to EMI at least 2 weeks prior to the course.<br />

(cr) field specialists (E/l/b277)<br />

This course prepares FEMA External Affairs<br />

Community Relations (CR) component staff with<br />

the skills and abilities to per<strong>for</strong>m effectively as CR<br />

Specialists. Participants will be given the opportunity<br />

to apply CR philosophy and standard operating<br />

procedures in activities such as the community<br />

assessment process and identifying the CR Specialist’s<br />

role in developing and fostering Federal, State,<br />

and local partnerships. This course is required <strong>for</strong><br />

credentialing as a CR Specialist but must be taken as<br />

part of E/L/B753, Policy, Procedure, and Practice <strong>for</strong> External<br />

Affairs–Capstone, to receive credentialing credit.<br />

Selection Criteria: Participants in this course will be<br />

members of the External Affairs Cadre who have<br />

successfully completed E/L/B750, Policy, Procedure, and<br />

Practice <strong>for</strong> External Affairs–Part 1; L751, Policy, Procedure, and<br />

Practice <strong>for</strong> External Affairs Field Internship–Part 1; and L752,<br />

Policy, Procedure, and Practice <strong>for</strong> External Affairs Field Internship–<br />

Part 2, and are either new reservists without basic<br />

component-specific training or who are training in<br />

a new component of External Affairs.<br />

This course is offered concurrently with E/L/B753,<br />

Policy, Procedure, and Practice <strong>for</strong> External Affairs–Capstone.<br />

Prerequisites:<br />

Required: E/L/B750, Policy, Procedure, and Practice<br />

<strong>for</strong> External Affairs–Part 1; L751, Policy, Procedure, and<br />

Practice <strong>for</strong> External Affairs Field Internship–Part 1; and<br />

L752, Policy, Procedure, and Practice <strong>for</strong> External Affairs Field<br />

Internship–Part 2.<br />

Length of Course: 2½ days<br />
