community recovery (ltcr) (E211)<br />

This course introduces the ESF #14 FEMA/State<br />

LTCR concept to managers, key field operations staff,<br />

emergency management personnel, and response<br />

and recovery personnel from various components.<br />

This course is designed to enable the target audience<br />

to convene, coordinate, implement, and deactivate<br />

ESF #14 FEMA/State LTCR.<br />

Selection Criteria: This course is designed <strong>for</strong> primary<br />

and secondary target audiences. The primary audience<br />

includes key staff with management responsibilities<br />

in ESF #14 and LTCR operations within:<br />

FEMA: Recovery Division Staff; ESF #14 Liaisons, ESF<br />

#14 Regional Coordinators, ESF #14 Leads, ESF #14<br />

Field Team Staff, Federal Coordinating Officers (FCOs),<br />

and Intra-agency Partners (PA, Mitigation, Planning).<br />

Primary Agencies: ESF #14 Representatives from U.S.<br />

Department of: Commerce, Housing and Urban<br />

Development; Treasury; and Homeland Security<br />

(<strong>Emergency</strong> Preparedness and Response and FEMA),<br />

as well as SBA, National Working Group members,<br />

and Incident Support Team members.<br />

Support Agencies: ESF #14 Representatives from U.S.<br />

Department of: Defense (Army Corps of Engineers);<br />

Energy; Health and Human Services; Interior;<br />

Labor; and Transportation, as well as Environmental<br />

Protection Agency, Tennessee Valley Authority, and<br />

American Red Cross.<br />

States: LTCR representatives from lead or supporting<br />

agencies (Governor’s Office, Department of<br />

Administration, Department of Economic<br />

Development among others), State Coordinating<br />

Officers (SCOs).<br />

The secondary audience includes partners and<br />

stakeholders in the LTCR process including:<br />

• Local government<br />

• Private sector<br />

• Community and faith-based organizations<br />

• Regional planning organizations<br />

Prerequisites:<br />

Required: All participants are to have completed<br />

the NIMS baseline ICS <strong>courses</strong>, including: IS<br />

100.a, Introduction to the Incident Command System (ICS),<br />

ICS 100; IS 200.a, Incident Command System (ICS) <strong>for</strong><br />

Single Resources and Initial Action Incidents, ICS-200; IS<br />

700.a, National Incident <strong>Management</strong> System (NIMS),<br />

An Introduction; IS 800.b, National Response Framework<br />

(NRF), An Introduction; and IS 814, <strong>Emergency</strong> Support<br />

Function (ESF) #14—Long-Term Community Recovery.<br />

state volunteer and Donations<br />

management (E289)<br />

This course teaches the components of a volunteer<br />

and donations management program to be<br />

administered at the State level during a large-scale<br />

disaster. Course participants will be equipped to<br />

prepare a program <strong>for</strong> their State to effectively manage<br />

unaffiliated volunteers, unsolicited donations of<br />

goods, and offers of undesignated cash. The course<br />

content and activities also serve as a plan template,<br />

thereby increasing continuity among States and<br />

their voluntary agency partners. This training also<br />

provides in<strong>for</strong>mation regarding FEMA’s volunteer<br />

and donations management responsibilities and<br />

helps build relationships between government and<br />

non-profit organizations.<br />

Selection Criteria: Priority will be given to States who<br />

send a team of participants: the State Volunteer/<br />

Donations Coordinator and leading stakeholders<br />

of statewide voluntary organizations. Each FEMA<br />

Region is invited to send a Human Services staff<br />

member. Other invitees include Federal, State,<br />

territorial, and Tribal emergency managers.<br />
