This interactive computer-based course is designed<br />

to provide grant applicants with basic knowledge<br />

about using the web-based Mitigation Electronic<br />

Grants (eGrants) <strong>Management</strong> System. A part of<br />

the eGovernment initiative, eGrants streamlines the<br />

application process by providing grant applicants<br />

the ability to apply <strong>for</strong> and manage their grant<br />

applications over the Internet. This course is designed<br />

to allow the individual to take it in its entirety or to<br />

focus on specific aspects of the Mitigation eGrants<br />

System. The course examines registering <strong>for</strong> access<br />

to the eGrants System; managing subapplicant<br />

user registrations; completing and submitting<br />

grant application; and managing submitted grant<br />

applications. Participants will also learn how to<br />

describe the eGrants system functions, users, and<br />

the grant application process; log in and out of<br />

eGrants; navigate and access Help within the eGrants<br />

system; review subgrant applications submitted by<br />

sub-applicants; create, submit, and revoke access to<br />

a subgrant application; complete and submit a grant<br />

application; accept award packages; and prepare and<br />

submit quarterly reports.<br />

fEma Initial Ethics Orientation (Is 33)<br />

Ethics is an essential part of how we operate at FEMA.<br />

This 1-hour course complies with the U.S. Office of<br />

Government Ethics initial agency ethics orientation<br />

<strong>for</strong> all employees requirements at 5 CFR, Section<br />

2638.703.<br />

It includes the following mandatory content: The<br />

ethical standards and principles to keep, and contact<br />

persons including the employee names, titles, office<br />

addresses, and telephone numbers of the designated<br />

agency ethics official and other agency officials<br />

available to advise the employee on ethics issues.<br />

This course includes lessons on Conflicts of Interest,<br />

MisuseofPositionorResources,GivingandAccepting<br />

Gifts, Outside Employment, and Activities.<br />

Upon completing this course, the participant will<br />

be able to describe the purpose of Federal ethics<br />

principles, laws, and standards; recognize situations<br />

that require advice from the Ethics Office and know<br />

whom to call; and finally, identify ethical issues<br />

related to the above lessons.<br />

Selection Criteria: The primary audience is new<br />

FEMA employees who are required to successfully<br />

complete this course within 90 days of their FEMA<br />

appointment. In addition, if the FEMA employee<br />

is a reservist, he/she must successfully complete<br />

the training one time every calendar year. There are<br />

additional ethics requirements <strong>for</strong> all appointees<br />

(i.e., non-career Presidential or Vice Presidential<br />

appointees, non-career appointees in the Senior<br />

Executive Service, and Schedule C positions). FEMA<br />

appointees will receive an additional briefing from<br />

the FEMA Ethics Officer.<br />
