Defense support of civil authorities<br />

(Dsca) phase II (E/l384)<br />

This course is intended to provide the participants<br />

with an introduction to the national framework<br />

within which the Department of Defense (DOD)<br />

supports local, State, Federal, and Tribal authorities<br />

in overwhelming natural and/or manmade disasters.<br />

Participants are provided the opportunity to act as<br />

staff planners in three exercise scenarios, utilizing<br />

current policy guidance and DOD procedures. It is<br />

jointly sponsored by EMI and DOD.<br />

Selection Criteria: FCO Cadre, FEMA Operations and<br />

Logistics Section Chiefs, and Mission Assignment<br />

Staff with disaster response experience involved in<br />

response activities. Selection is on a space-available<br />

basis. Contact the EMI Course Manager, and the DoD<br />

This Public Affairs basic course provides new DAEs and<br />

Cadre of On-call Response Employees (CORE) with<br />

an overview of the “New FEMA,” the fundamentals<br />

of ESF #15 and the External Affairs concept <strong>for</strong><br />

communications, general program overviews, an<br />

overview on working with State partners, writing<br />

and presentation workshops, and an introduction to<br />

specific job function they will assume and tools they<br />

will use in the field. A variety of exercises, based on<br />

actual situations and incidents, are also included to<br />

help prepare participants <strong>for</strong> work in the field.<br />
