This is the third course in the Dams Sector Webbased<br />

training series. The purpose of this series of<br />

<strong>courses</strong> is to provide owners and operators with<br />

in<strong>for</strong>mation pertaining to security awareness,<br />

protective measures, and crisis management.<br />

This course addresses protective measures related to<br />

physical, cyber, and human elements, and describes<br />

the importance of these measures as components of an<br />

overall risk management program. The training course<br />

describes the basic elements of the risk management<br />

model, and discusses the steps required to develop<br />

and implement an effective protective program.<br />

At the end of this course, the participants will be<br />

able to:<br />

• Describe the mission of the Dams Sector.<br />

• Describe the steps <strong>for</strong> establishing a protective<br />

program.<br />

• Identify the elements of the risk management model.<br />

• Describe strategies <strong>for</strong> reducing risk.<br />

• Identify the general categories of protective<br />

measures (i.e., access controls, barriers, blast<br />

protection, communications, inspection, security<br />

<strong>for</strong>ce, cyber security, security programs, planning<br />

and preparedness, personal protection, and<br />

infrastructure interdependencies).<br />

• Describe how protective measures relate to<br />

threat levels.<br />

• Given a scenario, select potential protective<br />

measures to address a threat.<br />

IS 870, Dams Sector: Crisis <strong>Management</strong>, and IS 871,<br />

Dams Sector: Security Awareness, are prerequisites <strong>for</strong> this<br />

course and are available on the Independent Study<br />

web site.<br />

Note: Due to the sensitivity of the in<strong>for</strong>mation provided within<br />

this course, it has been designated as “For Official Use Only” and<br />

is only accessible through the Homeland Security In<strong>for</strong>mation<br />

Network–Critical Sectors (HSIN-CS) Dams Portal, which serves<br />

as the primary mechanism with which dam and levee stakeholders<br />

exchange in<strong>for</strong>mation, both at the “For Official Use Only” and<br />

non-sensitive levels, during steady-state operations. The portal,<br />

managed by the Dams Sector-Specific Agency, promotes effective<br />

in<strong>for</strong>mation collection and diss<strong>emi</strong>nation among sector partners in<br />

Federal, State, and local agencies, as well as the private sector. The<br />

portal provides trusted and vetted public and private representatives,<br />

including owners and operators, access to a number of resources,<br />

including training <strong>courses</strong>.<br />

This course provides training to address the needs of<br />

Federal Coordinating Centers (FCCs). The purpose<br />

of this course is to:<br />

• Provide the training necessary to ensure all FCCs<br />

as being proficient to per<strong>for</strong>m their duties.<br />

• Provide flexible training <strong>for</strong> FCCs which will not<br />

sacrifice training quality or standards.<br />

• Provide a <strong>for</strong>um <strong>for</strong> FCC development through<br />

individual participation.<br />

• Acclimate FCCs to function during incidents of<br />

national significance.<br />

• Acclimate FCCs to function in support of the DOD.<br />
