Required: To attend this course, participants must:<br />
(1) have served as a FEMA Planning Section<br />
Chief or a Deputy Planning Section Chief during<br />
a disaster response <strong>for</strong> a minimum of 45 days;<br />
(2) must have completed two of the three main<br />
management <strong>courses</strong>: E778, Joint Field Office (JFO)<br />
Middle Managers Training; E292, Disaster Field Operations<br />
<strong>Management</strong> (DFOM); E/L269, Managing FEMA Staff on<br />
Disaster Operations; (3) must have completed IS 101,<br />
Deployment Basics: Federal Disaster Work<strong>for</strong>ce Readiness,<br />
and IS 800.b, National Response Framework (NRF), An<br />
Introduction; and (4) must have completed two of the<br />
five Planning Section <strong>courses</strong>: E229, Documentation<br />
Unit; E224, Situation Unit; E760, Resources Unit; E233,<br />
Plans Support Unit; and E/L298, Technical Services.<br />

External affairs private sector basic<br />
(E738)<br />
This is a basic private sector course <strong>for</strong> all new FEMA<br />
Disaster Reservists entering the External Affairs Cadre<br />
with a specialty in the private sector component,<br />
as well as Disaster Reservists assigned to other<br />
External Affairs cadres who need cross-training. At<br />
the conclusion of the course, participants will have<br />
a basic understanding of the function of the private<br />
sector within the FEMA External Affairs operation at<br />
a Joint Field Office.<br />
This course is offered concurrently with E/L/B753,<br />
Policy, Procedure, and Practice <strong>for</strong> External Affairs–Capstone.<br />
Selection Criteria: Participant must be a member of<br />
the External Affairs Cadre and have taken E/L/<br />
B750, Policy, Procedure, and Practice <strong>for</strong> External Affairs–Part<br />
1; L751, Policy, Procedure, and Practice <strong>for</strong> External Affairs Field<br />
Internship–Part 1; and L752, Policy, Procedure, and Practice <strong>for</strong><br />
External Affairs Field Internship–Part 2.<br />

External affairs–part 1 (E/l/b750)<br />
This is a multipart course designed to provide the<br />
knowledge and tools necessary to per<strong>for</strong>m job<br />
functions in FEMA External Affairs and <strong>Emergency</strong><br />
Support Function (ESF) #15 operations. Taken<br />
sequentially, the <strong>courses</strong> will prepare participants<br />
to work seamlessly with other External Affairs<br />
components in delivering comprehensive, integrated,<br />
and unified messages to all stakeholders. Participants<br />
will be deployed to a Joint Field Office (JFO) <strong>for</strong> a 2<br />
week mentored field internship. Finally, an additional<br />
week of component-specific training will complete<br />
this 4 week process.<br />
Part 1 is an introductory-level course focusing on FEMA<br />
reservist policies related to External Affairs. It provides<br />
participants an understanding of FEMA programs,<br />
operations at a JFO, and the functions outlined within<br />
ESF #15 standard operating procedures.<br />
Selection Criteria: New Disaster Assistance Employees<br />
(Reservists) assigned to the External Affairs (EA)<br />
Cadre who have not been to a basic training and<br />
have not been deployed. Cadre of On-call Response<br />
Employees (CORE) and local hires who have been<br />
converted to Reservist status are eligible <strong>for</strong> this<br />
course. Course manager will indicate the specific<br />
components of EA being targeted <strong>for</strong> the specific<br />
offering. External Affairs National Cadre Manager<br />
will provide an approved attendee roster.<br />

700.a, National Incident <strong>Management</strong> System (NIMS), An<br />
