This course is intended to train and exercise the<br />
experienced JFO Finance and Administration<br />
Section Chief in leadership and management skills to<br />
effectively per<strong>for</strong>m his/her roles and responsibilities<br />
as a member of the management team at a complex<br />
federally declared incident.<br />
After completing this course, the participants will<br />
be able to:<br />
• Demonstrate the skills and abilities essential<br />
<strong>for</strong> a successful F&A Section Chief, including<br />
leadership, management, problem-solving,<br />
communication, planning, and time<br />
management.<br />
• Accommodate an expanding organization by<br />
identifying management priorities, describing<br />
management strategies <strong>for</strong> addressing challenges,<br />
projecting staffing levels, and developing an<br />
organizational structure.<br />
• Apply authorities important to the duties of an<br />
F&A Section Chief.<br />
• Identify internal control systems needed to<br />
address fraud, waste, and abuse situations.<br />
Selection Criteria: This course is <strong>for</strong> any FEMA<br />
Comptroller Disaster Work<strong>for</strong>ce Cadre Member who<br />
has experience serving multiple disasters as Finance<br />
and Administration Section Chief in FEMA JFO<br />
disaster operations or any FEMA national personnel<br />
who experience serving multiple disasters as<br />
Finance and Administration Section Chief in FEMA<br />
JFO disaster operations. The individual should have<br />
completed all or substantially all of the qualifying<br />
criteria to be certified as fully qualified prior to<br />
attending this course. Approval to attend this course<br />
is made by the FEMA National Comptroller Cadre<br />
Manager, or a member of the Office of Chief Financial<br />
Officer/FEMA Headquarters who can sign on behalf<br />

of the FEMA National Comptroller Cadre Manager.<br />
The signature of the a<strong>for</strong>ementioned is required. If<br />
the person is also a FEMA Regional employee, the<br />
signature of the FEMA Regional Training Manager is<br />
also required.<br />

Required: E778, Joint Field Office (JFO) Middle Managers<br />
Training, E292, Disaster Field Operations <strong>Management</strong><br />
(DFOM), and E/L269, Managing FEMA Staff on Disaster<br />
Operations.<br />

Command System (ICS) <strong>for</strong> Single Resources and Initial Action<br />

Joint field Office (JfO) procurement clerk<br />
training (E113)<br />
This course is intended to teach the FEMA JFO<br />
Procurement Clerk position his/her responsibilities<br />
of files management, correct procedure when<br />
filing and working with JFO Contracting Folders,<br />
JFO Purchase Card Folders, and how to maintain<br />
spreadsheets that track costs in the FEMA JFO<br />
Procurement Unit. This course also teaches the FEMA<br />
JFO Procurement Clerk how to work in the online<br />
environment, and in general support of the FEMA<br />
JFO Contracting Specialist.<br />
Selection Criteria: This course is <strong>for</strong> any FEMA<br />
Acquisition/Procurement Disaster Work<strong>for</strong>ce Cadre<br />
Member who will serve as a JFO Procurement Clerk<br />
in JFO disaster operations or any personnel with<br />
an ADD deployment title of Procurement Unit<br />
Leader, Contract Specialist, or Procurement Clerk.<br />
