Selection Criteria: This advanced course is targeted<br />
to Environmental and Historic Preservation (EHP)<br />
Cadre Historic Preservation Specialists at the Fully<br />
Qualified level and EHP Task Force/Crew Leaders<br />
at the Expert level. FEMA Technical Assistance<br />
Contractors who support the EHP Cadre and State/<br />
Tribal representatives may attend with approval from<br />
the Office of Environmental Planning and Historic<br />
Preservation Headquarters or the FEMA Regional<br />
Environmental Officer.<br />
Prerequisites:<br />
Required: L/IS 253, Coordinating Environmental and Historic<br />
Preservation Compliance; knowledge and experience<br />
with FEMA’s programs; working knowledge of<br />
historic preservation laws and regulations. After<br />
2011, applicants <strong>for</strong> this course must take ACHP<br />
Section 106 Essentials as a prerequisite.<br />

Executive Order 11988—floodplain<br />
management training (E727)<br />
Executive Order (EO) 11988 on Floodplain<br />
<strong>Management</strong> requires Federal agencies to avoid actions<br />
in or adversely affecting floodplains and wetlands unless<br />
there is no practicable alternative. EO 11988 establishes<br />
an eight-step process that agencies should carry out as<br />
part of their decision-making on projects that have the<br />
potential to impact floodplains. This course is designed<br />
to provide participants with the training needed to<br />
understand the principles of EO 11988 and to apply the<br />
requirements of 44 CFR Part 9 to FEMA programs and<br />
activities. Compliance with EO 11988 is a requirement<br />
<strong>for</strong> all FEMA-funded programs and activities.<br />
Selection Criteria: This course targets EHP Floodplain<br />
<strong>Management</strong> Specialists at the Fully Qualified level, EHP<br />
Task Force/Crew Leaders at the Expert level, and EHP<br />
Advisors at the Basically Qualified level. FEMA Public<br />
Assistance Officers, coordinators and project officers,<br />
Mitigation Project officers, managers and floodplain<br />
management specialists, and Individual Assistance<br />
(IA) Temporary Housing officers and managers, State/<br />
Tribal and local representatives may also attend with<br />

approval from the Office of Environmental Planning<br />

Interagency consultation <strong>for</strong> Endangered<br />
species (E791)<br />
Section 7 of the Endangered Species Act (ESA) requires<br />
all Federal agencies to prevent or modify any project<br />
authorized, funded, or carried out by the Agency that<br />
is likely to jeopardize the continued existence of any<br />
endangered species or threatened species or their<br />
habitats. In order to determine if a proposed activity<br />
will jeopardize endangered or threatened species, FEMA<br />
must consult with either the U.S. Fish and Wildlife<br />
Service (FWS) or the National Marine Fisheries Service<br />
(NMFS). Compliance with ESA is a requirement <strong>for</strong><br />
all FEMA-funded programs and activities. This course<br />
provides training on the implementation of ESA<br />
Section 7 within the context of FEMA’s programs and<br />
trains EHP staff on proper consultation procedures and<br />
strategies <strong>for</strong> streamlining compliance with ESA.<br />

Environmental Specialists, EHP Advisors at the Fully<br />
Qualified level, and EHP Task Force/Crew Leaders at<br />
the Expert level. Others may attend with approval from<br />
