This course provides training to FEMA Individual<br />

Assistance personnel to enable them to initiate,<br />

operate, and transition Other Needs Assistance<br />

(ONA) during a Presidentially declared event.<br />

Selection Criteria: FEMA IA staff including FEMA ONA<br />

Specialist, ONA Manager, and ONA Team Leader.<br />

This course provides FEMA employees assigned to<br />

work as Congressional Affairs Specialists at a Joint<br />

Field Office (JFO) with the knowledge, skills, and<br />

sensitivities necessary to effectively per<strong>for</strong>m their<br />

duties. This includes applying the congressional<br />

liaison philosophy and procedures externally, to<br />

foster a partnership between Congress and FEMA,<br />

and internally, to advise the Federal Coordinating<br />

Officer (FCO) and JFO staff. This also includes<br />

supporting the Regions and Headquarters in their<br />

ongoing communications with Congress and to<br />

facilitate in<strong>for</strong>mation flow between Congress and<br />

the JFO.<br />

This course is offered concurrently with E/L/B753,<br />

Policy, Procedure, and Practice <strong>for</strong> External Affairs–Capstone.<br />

Selection Criteria: Participant must be a member of<br />

the External Affairs Cadre and have taken E/L/<br />

B750, Policy, Procedure, and Practice <strong>for</strong> External Affairs–Part<br />

1; L751, Policy, Procedure, and Practice <strong>for</strong> External Affairs Field<br />

Internship–Part 1; and L752, Policy, Procedure, and Practice <strong>for</strong><br />

External Affairs Field Internship–Part 2.<br />

Course Length: 2½ days with E/L/B753, Policy, Procedure,<br />

and Practice <strong>for</strong> External Affairs–Capstone.<br />

This course provides FEMA employees assigned to<br />

work as the Congressional Affairs Lead at a Joint<br />

Field Office (JFO) with the knowledge, skills, and<br />

sensitivities necessary to effectively per<strong>for</strong>m their<br />

duties. This includes analyzing trends and developing<br />

strategic plans; managing relationships effectively<br />

with partners in the disaster operation, including<br />

Members of Congress and their Staff; managing<br />

the work of the Congressional Affairs function;<br />

and managing staff by providing opportunities <strong>for</strong><br />

growth and success.<br />

Selection Criteria: Members of External Affairs Cadre<br />

chosen to function as an Assistant External Affairs<br />

Officer—Congressional or Unit Lead.<br />

Course Length: 4½ days<br />

Designed <strong>for</strong> FEMA Public Assistance (PA) staff<br />

and State and Tribal PA officers responsible <strong>for</strong><br />

implementing the PA program at the Federal or State<br />

level. Includes a <strong>for</strong>um <strong>for</strong> identifying, discussing,<br />

and/or resolving PA Program issues.<br />

Selection Criteria: FEMA Public Assistance staff and<br />

State/Tribal Public Assistance Officers.<br />

Course Length: 3 days<br />

public assistance (pa) group supervisor<br />

course (E/l374)<br />

This resident course focuses on the duties and<br />

responsibilities of a Public Assistance (PA) Group<br />

Supervisor and PA Task Force Leader by providing<br />

a review of legislation, regulations, policies, and<br />

guidance governing the Public Assistance Program.<br />

Selection Criteria: FEMA Public Assistance Staff who<br />

have per<strong>for</strong>med or may be expected to per<strong>for</strong>m the<br />

duties of a PA Group Supervisor or PA Task Force<br />

Leader during a disaster event.
