mitigation curriculum<br />
The Mitigation curriculum provides training <strong>for</strong><br />
Federal, State, local, and Tribal government officials<br />
who are working to eliminate or reduce the longterm<br />
risk to human life and property posed by<br />
earthquakes, floods, tornadoes, dam failures,<br />
landslides, hurricanes, and other natural hazards.<br />
The curriculum includes training <strong>courses</strong> of varying<br />
lengths. Resident offerings generally last 4 days while<br />
field <strong>courses</strong> last 1 to 2 days. Some offerings are<br />
appropriate only <strong>for</strong> resident delivery because they<br />
require instruction by representatives of a number<br />
of Federal agencies and facilitators located in the<br />
Washington, DC, area.<br />
Many of the <strong>courses</strong> offered in this curriculum area<br />
directly support the training requirements of Federal<br />
programs, such as the National Flood Insurance<br />
Program (NFIP), the National Hurricane Program,<br />
and the National Earthquake Hazards Reduction<br />
Program (NEHRP). Participants in these <strong>courses</strong><br />
learn about program regulations and policies and<br />
are provided with the tools and techniques <strong>for</strong><br />
implementing mitigation strategies.<br />
building Design <strong>for</strong> Homeland security<br />
(E/l155)<br />
This course covers the content of FEMA 426, Reference<br />
Manual to Mitigate Potential Terrorist Attacks Against Buildings<br />
and FEMA 452, FEMA: A How-To Guide to Mitigate Potential<br />
Terrorist Attacks. Both documents combine best practices<br />
among Federal agency publications <strong>for</strong> engineers<br />
and architects and other design professionals. The<br />
course is designed to enhance participant knowledge<br />
of measures and technology available to reduce<br />
risks from terrorist attacks. The course focus is on<br />
explosive blast; ch<strong>emi</strong>cal, biological, and radiological<br />
attacks; and the best mitigation measures <strong>for</strong> site and<br />

building design and layout. There is guidance on<br />
electronic security systems.<br />
To support the risk assessment process, the course<br />
introduces an easy-to-use Risk Assessment Database.<br />
This database is a stand-alone application that has<br />
functions, a folder to import and display digital photos,<br />
emergency plans, digital floor plans, and certain<br />
Geographic In<strong>for</strong>mation System (GIS) products.<br />
Although the course is directed to manmade hazards,<br />
it helps participants to understand key elements of<br />
earthquake, flood, and high wind events as part of<br />
FEMA 452 risk assessment methodologies. It includes<br />
the review of several checklists and a database<br />
addressing vulnerability issues <strong>for</strong> these hazards. It<br />
presents a series of charts that show conflicts and<br />
benefits of multi-hazard design.<br />
Selection Criteria: The course is intended <strong>for</strong> engineers,<br />
architects, and building officials involved in<br />
mitigation planning and design to protect people<br />
and property against manmade hazards. Secondary<br />
audiences include land-use planners, hazard<br />
mitigation specialists, consultants, acad<strong>emi</strong>c staff,<br />
and other professionals involved in State/local<br />
planning or design ef<strong>for</strong>ts.<br />
