Selection Criteria: The course is designed <strong>for</strong> FEMA<br />

Individual Assistance (IA) personnel who manage<br />

Direct Housing missions. These staffs may include<br />

the following: IA Branch Director, Direct Housing<br />

Group Supervisor, Federal Coordinating Officer<br />

(FCO), Direct Housing Manager, and IA Technical<br />

Assistance Contractor (TAC) Manager.<br />

Prerequisites:<br />

Recommended: It is recommended that participants have<br />

basic knowledge of Individual Assistance programs,<br />

44 CFR 206, Subpart D, and the Robert T. Staf<strong>for</strong>d<br />

Disaster Relief and <strong>Emergency</strong> Assistance Act, as<br />

amended. It is also recommended that participants<br />

have field experience in a Direct Housing Operation.<br />

Disaster supervisors (E/l/b545)<br />

This course is designed to assist disaster<br />

supervisors in understanding the basics of human<br />

resources in FEMA. Topics covered include hiring<br />

of local hires; deployment of Disaster Reservists;<br />

Orientation of New Employees; Use of Task Books;<br />

Credentialing; Payroll Issues; Signature Authority;<br />

Travel Responsibilities; Appraisals; Attendance;<br />

Safety/Wellness; Rotation/Retention; Reward/<br />

Recognition; Per<strong>for</strong>mance Issues; Conduct Issues;<br />

and Alternative Dispute Resolution (ADR).<br />

Selection Criteria: The primary audience is limited to JFO<br />

supervisors who supervise and manage employees at<br />

a JFO. This course will be offered to Permanent Full-<br />

Time (PFT) employees, Cadre of On-call Response<br />

Employees (CORE), and Disaster Reservists.<br />

Prerequisites:<br />

Required: IS 101, Deployment Basics: Federal Disaster<br />

Work<strong>for</strong>ce Readiness.<br />

Recommended: E/L269, Managing FEMA Staff on<br />

Disaster Operations.<br />

Incident support base (Isb) Operations<br />

(E660)<br />

This course trains FEMA, OFA, and other key personnel<br />

in the management and operation of an Incident<br />

Support Base (ISB). Participants will receive instruction<br />

and practice in the following essential areas:<br />

• Selecting and confirming the site location <strong>for</strong> an ISB<br />

• Assembling the official ISB team at<br />

predetermined locations<br />

• Establishing internal and external<br />

communications plans<br />

• Laying out a site by commodity and traffic flow<br />

• Establishing essential services <strong>for</strong> team and driver<br />

support<br />

• Receiving and issuing commodities using a first<br />

in/first out (FIFO) system<br />

• Initiating inventory management and resource<br />

tracking systems<br />

• Developing and executing a Demobilization Plan<br />

Selection Criteria: The class is open to Operations or<br />

Logistics Cadre who have or who will operate in<br />

a FEMA ISB or Staging Area. Participants will be<br />

accepted on a first-come, first-served basis.<br />

cadre manager workshop (E/l661)<br />

The participants will be provided with the<br />

foundations of cadre management and the specific<br />

roles and responsibilities of a cadre manager. Specific<br />

pre-disaster operational tasks that will be discussed:<br />

Staffing, Recruiting, Selection Process, Hiring and<br />

Firing, Credentialing, and Training (getting the<br />

work<strong>for</strong>ce ready to respond and per<strong>for</strong>m their<br />

duties). Also discussed will be how to maintain a fully<br />

capable work<strong>for</strong>ce through various communication<br />

methods, how to monitor and maintain cadre<br />

readiness, and how to work with the cadre members<br />

when they are deployed and when they return.
