Dams sector: crisis management (Is 870)<br />
This is the first course in the Dams Sector Webbased<br />
training series. The purpose of this series of<br />
<strong>courses</strong> is to provide owners and operators with<br />
in<strong>for</strong>mation pertaining to security awareness,<br />
protective measures, and crisis management.<br />
This course addresses crisis management activities as an<br />
important component of an overall risk management<br />
program and provides dam and levee stakeholders<br />
with recommendations to assist in the development<br />
of various plans focused on enhancing preparedness,<br />
protection, recovery, and resilience capabilities. The<br />
training course describes the purpose and basic<br />
elements of emergency action plans, recovery plans,<br />
and continuity plans; and addresses the basic elements<br />
of an effective exercise program.<br />
Upon completion, participants will be able to:<br />
• Describe the mission and characteristics of the<br />
Dams Sector.<br />
• Identify the elements of risk management as they<br />
relate to the Dams Sector.<br />

This is the second course in the Dams Sector Webbased<br />
training series. The purpose of this series of<br />
<strong>courses</strong> is to provide owners and operators with<br />
in<strong>for</strong>mation pertaining to security awareness,<br />
protective measures, and crisis management.<br />

This course provides in<strong>for</strong>mation to enhance the<br />
ability to identify security concerns, coordinate<br />
proper response, and establish effective partnerships<br />
with local law en<strong>for</strong>cement and first responder<br />
communities. The training course describes common<br />
security vulnerabilities, potential indicators of<br />
threats, surveillance detection, and reporting of<br />
incidents and suspicious activities.<br />
At the end of this course, the participants will be<br />
able to:<br />
• Describe the mission and partners of the Dams<br />
Sector.<br />
• Identify the common characteristics of dams.<br />
• Describe the consequences of dam failures.<br />
• Describe common security vulnerabilities and<br />
interdependencies that affect the Dams Sector.<br />
• Describe potential terrorist threats and targets<br />
related to the Dams Sector.<br />
• Identify terrorist surveillance objectives and<br />
methodologies.<br />
• Identify indicators of surveillance and other<br />
suspicious activities.<br />
• Identify indicators of weapons, explosives,<br />
ch<strong>emi</strong>cal, biological, and radiological threats.<br />
• Describe the process <strong>for</strong> reporting incidents.<br />
• Identify the strengths and weaknesses in a sample<br />
report narrative.<br />
IS 870, Dams Sector: Crisis <strong>Management</strong>, is a prerequisite<br />
<strong>for</strong> this course and is available on the Independent<br />
Study web site.<br />
Note: Due to the sensitivity of the in<strong>for</strong>mation provided within<br />
this course, it has been designated as “For Official Use Only” and<br />
is only accessible through the Homeland Security In<strong>for</strong>mation<br />
Network–Critical Sectors (HSIN-CS) Dams Portal, which serves<br />
as the primary mechanism with which dam and levee stakeholders<br />
exchange in<strong>for</strong>mation, both at the “For Official Use Only” and<br />
non-sensitive levels, during steady-state operations. The portal,<br />
managed by the Dams Sector-Specific Agency, promotes effective<br />
in<strong>for</strong>mation collection and diss<strong>emi</strong>nation among sector partners in<br />
Federal, State, and local agencies, as well as the private sector. The<br />
