Introduction to the Defense priorities and<br />

allocations system (Dpas) (Is 245)<br />

This course introduces the Defense Priorities and<br />

Allocations System (DPAS), a regulation to help<br />

ensure the priority per<strong>for</strong>mance of contracts and<br />

orders to meet program requirements <strong>for</strong> the timely<br />

delivery of critical materials and services. The course<br />

describes how the DPAS supports the FEMA mission<br />

of preparedness, response, recovery, mitigation, and<br />

critical infrastructure protection and restoration.<br />

This course is designed <strong>for</strong> all FEMA personnel<br />

involved in DPAS actions, including program officials<br />

responsible <strong>for</strong> directing use of DPAS priority ratings,<br />

DPAS officers, senior management involved in DPAS<br />

decisions, and anyone interested in learning more<br />

about DPAS, such as contracting officers/specialists.<br />

<strong>Emergency</strong> support function (Esf) #15—<br />

External affairs: a new approach to<br />

<strong>Emergency</strong> communication and<br />

The goal of this course is to provide basic training<br />

on the concept and practical application of the<br />

<strong>Emergency</strong> Support Function #15 (ESF #15)<br />

Standard Operating Procedures to all FEMA External<br />

Affairs staff, regardless of duty station, as well as to<br />

staff in all other agency divisions and Federal, Tribal,<br />

State, local, and Voluntary Organizations Active in<br />

Disaster (VOAD) partners.<br />

This course is offered as an Independent Study course,<br />

with an optional conference call session available<br />

to participants who have additional questions.<br />

Participants view videos online in conjunction with<br />

using the L250 Participant Manual and web-based<br />

resources to complete the final exam online. Upon<br />

completion of this course, the participant will have a<br />

better understanding of how ESF #15 is activated and<br />

how the External Affairs concept helps make incident<br />

communication more integrated, comprehensive,<br />

and empowered. The course is intended <strong>for</strong> use by<br />

FEMA External Affairs staff and all Federal agencies<br />

that are signatories of the National Framework Plan<br />

(NFP). Additionally, State and local partners that may<br />

adopt the External Affairs/ESF #15 concept may find<br />

this course helpful in its implementation.<br />

This interactive computer-based course is designed to:<br />

• Provide the user with the basic background and<br />

practical knowledge needed to participate in<br />

FEMA’s environmental and historic preservation<br />

review process.<br />

• Help the user understand how the<br />

environmental/historic preservation review<br />

process applies to various job responsibilities<br />

within FEMA’s programs.<br />

• Provide the resources necessary <strong>for</strong> the user to<br />

accomplish environmental/historic preservation<br />

responsibilities.<br />

anticipating Hazardous weather and<br />

community risk (web-based) (Is 271)<br />

This course will help you, the emergency manager,<br />

anticipate and prepare <strong>for</strong> hazardous weather more<br />

effectively by:<br />

• Enhancing your ability to recognize potentially<br />

hazardous weather and flooding situations and<br />

how they may affect your community.<br />

• Familiarizing you with National Weather Service<br />

(NWS) products so that you understand how to<br />

use and interpret <strong>for</strong>ecasts.<br />

• Encouraging you to develop a partnership<br />

with the NWS well in advance of a threat. This<br />

course has four main sections: Weather, Hazards,<br />

Forecasting, and Warning Partnership.<br />
