This course gives participants the tools needed to<br />

provide the best service to disaster victims based<br />

on the New FEMA vision of being the Nation’s pre<strong>emi</strong>nent<br />

emergency management agency.<br />

The primary audience <strong>for</strong> this course is FEMA,<br />

nationwide Individual Assistance (IA) staff including<br />

IA Branch Directors, IA Group Supervisors, as<br />

well as Operations Section Chiefs and Federal<br />

Coordinating Officers.<br />

Selection Criteria: Participants should have served<br />

in one disaster operations field position as Group<br />

Supervisor or Team Leader.<br />

Human resources (Hr) specialist<br />

(E/l/b325)<br />

This course enables participants to function<br />

successfully as Human Resources (HR) Specialists.<br />

Because all HR positions are closely related in<br />

responsibilities in carrying out the HR function<br />

within the Joint Field Office (JFO), this course is<br />

also designed to provide all HR personnel with a<br />

baseline of HR knowledge at a disaster.<br />

Selection Criteria: The primary audience is limited<br />

to members of the FEMA Human Resources (HR)<br />

Cadre who have been assigned as a Human Resources<br />

Specialist in a JFO and who are being mentored to<br />

be HR Unit Leaders and Managers and have course<br />

manager approval. HR Specialists who apply must<br />

submit a letter of reference from a mentor with<br />

their application. They will have at least one of the<br />

following Position Task Book titles: HR Specialist, HR<br />

Unit Leader, or HR Unit Manager. The course will be<br />

offered to Permanent Full-Time (PFT) employees,<br />

Cadre of On-call Response Employees (CORE), and<br />

Disaster Reservists.<br />

Required: IS 100.a, Introduction to the Incident Command<br />

System (ICS), ICS-100; IS 101, Deployment Basics: Federal<br />

Disaster Work<strong>for</strong>ce Readiness; IS 200.a, Incident Command<br />

System (ICS) <strong>for</strong> Single Resources and Initial Action Incidents,<br />

ICS-200; IS 700.a, National Incident <strong>Management</strong> System<br />

(NIMS), An Introduction; and IS 800.b, National Response<br />

Framework (NRF), An Introduction.<br />

Introduction to mission assignment (ma)<br />

processing (E347)<br />

This course is intended to provide FEMA personnel<br />

with an in-depth introduction to the Mission<br />

Assignment (MA) process including MA Issuance,<br />

Execution, Billing, and Closeout. The participants<br />

receive computer training on the eCAPs software<br />

program used <strong>for</strong> processing of Action Request<br />

Forms (ARFs) <strong>for</strong> mission assignments.<br />

Selection Criteria: MA Managers, MA Specialists,<br />

Action Trackers, Operations Section Chiefs, Branch<br />

Directors (Operations), and Finance and Logistics<br />

staff as appropriate.
