Intergovernmental affairs basic (E788)<br />
This is a Basic Intergovernmental Affairs course<br />
<strong>for</strong> all new FEMA Disaster Reservists entering<br />
the External Affairs Cadre with a specialty in the<br />
intergovernmental affairs component, as well as<br />
Disaster Reservists assigned to other External Affairs<br />
cadres who need cross-training. At the conclusion<br />
of the course, participants will have a basic<br />
understanding of Tribal, territorial, State, and local<br />
government structures as well as the function of<br />
intergovernmental affairs within the FEMA External<br />
Affairs operation at a Joint Field Office.<br />
Selection Criteria: Participant must be a member of<br />
the External Affairs Cadre and have taken E/L/<br />
B750, Policy, Procedure, and Practice <strong>for</strong> External Affairs–Part<br />
1; L751, Policy, Procedure, and Practice <strong>for</strong> External Affairs Field<br />
Internship–Part 1; and L752, Policy, Procedure, and Practice <strong>for</strong><br />
External Affairs Field Internship–Part 2.<br />

Intergovernmental affairs leadership<br />
(E789)<br />
The role of the Assistant External Affairs Officer-<br />
Intergovernmental Affairs (AEAO IGA) is to set up<br />
and manage an operation addressing the needs of<br />
its constituents and supporting <strong>Emergency</strong> Support<br />
Function (ESF) #15 by providing timely and<br />
accurate in<strong>for</strong>mation. This course will prepare the<br />
participants to serve as AEAO IGA at the Joint Field<br />
Office (JFO).<br />
Selection Criteria: The target training population<br />
consists of FEMA representatives who have been<br />
selected to serve, or have the potential to serve, in the<br />
capacity ofAEAO IGA, Federal Coordinating Officers,<br />
Regional External Affairs Officers. This course is<br />
built on the assumption participants will arrive with<br />
considerable basic knowledge of FEMA programs<br />
and operations as well as combined management<br />
knowledge, experience, and ability to prepare them<br />
to lead the IGA function successfully.<br />

Prerequisites:<br />
Required: To attend this course, participants must<br />
have successfully completed: IS 650, Building<br />
Partnerships with Tribal Governments, and IS 250, <strong>Emergency</strong><br />
Support Function (ESF) #15—External Affairs: A New<br />
Approach to <strong>Emergency</strong> Communication and In<strong>for</strong>mation<br />
Distribution. The following <strong>courses</strong> are designed to<br />
provide program knowledge: IS 101, Deployment<br />
Basics: Federal Disaster Work<strong>for</strong>ce Readiness, and IS 800.b,<br />
National Response Framework (NRF), An Introduction,<br />
or Independent Study <strong>courses</strong> on FEMA programs.<br />
One of the following will substitute:<br />
Basic Congressional (resident or field version), Basic<br />
Community Relations (resident or field version), or<br />
Basic Public Affairs (resident or field version).<br />

fEma response: Keystone principles,<br />
tenets, and concepts workshop (E/l821)<br />
This workshop is <strong>for</strong> FEMA personnel assigned to<br />
Command and General Staff, NRCC Directors, and<br />
RRCC Managers to establish a common perspective<br />
that guides FEMA incident management, support,<br />
and planning. This common perspective is built<br />
on past experiences and beliefs. In addition, this<br />
workshop will enable participants to communicate<br />
the principles, tenets, and concepts that comprise<br />
the FEMA doctrine to others.<br />
The workshop goal is to provide FEMA personnel with<br />
a common perspective (doctrine) from which to:<br />
• Direct response operations.<br />
• Organize, plan, train, and equip <strong>for</strong>, as well as<br />
conduct incident management and support.<br />
• Prepare <strong>for</strong> and conduct planning activities in<br />
FEMA response operations.<br />
At the end of this workshop, participants will be<br />
able to communicate the principles, tenets, and<br />
concepts that comprise the FEMA response doctrine<br />
to others.<br />
